Some of the Kage in Naruto are ill-suited for this role, either due to their ineffectiveness as leaders or their moral bent.
Mei Terumi
Kiri's formidable fifth Mizukage
When it comes to powerful Kages, Mei Terumi isn't quite the first Naruto character that comes to mind. She is often referred to as weak as she has never seen any major solo combat to better gauge the full extent of her powers. Even so, Mei is one of the strongest kunoichi in the Narutoand her expertise in Lava Release and Boil Release, along with other high-level basic ninjutsu, gives her impressive versatility.
At such a young age, Mei also survived Kirigakure's brutal graduation tradition, paving the way for a career marked by determination to reform the village. She also participated in a fight against Madara, who was overwhelmed by her offensive abilities combined with the other kagi. Overall, Mei Terumi remains a powerful and capable Kage despite often being the butt of jokes in the series.

Suna's stoic fourth Kazekage
Rasa is probably one of the worst fathers in Naruto history, given his bad relationship with Gaara since birth. He is also considered by many fans to be the weakest Kazekage as he succumbed to Orochimaru who betrayed him and took advantage of the Sand Village's vulnerability.
Still, Rasa deserves credit for his strength, which has allowed him to hold his own against Shukaku countless times. His Golden Dust is highly effective against Shukaku and most likely against other shinobi as well. It excels in releasing water and has been recognized for its ability to control the release of Yin as well.
The Third Kazekage

Although the Third Kazekage's name is lost to history, he is still hailed as the strongest Kazekage long after his untimely death. His disappearance nearly destroyed Sand Village, leaving it vulnerable to attack and throwing its inhabitants into uncertainty. Unfortunately, as fans know, he died at the hands of Sasori, which isn't a great way to go out, but given the Third Kazekage's abilities, it took quite a bit of effort.
The Third Kazekage knows Magnet Release and it goes without saying that his ability to use Iron Sand made all of his moves deadly. In addition, the Third Kazekage was also a genius who had enough intellect to study Shukaku and replicate his abilities. Anime fans also remember the time he rejected Orochimaru's manipulation and defeated the imperfect Edo Tensei with nothing but sheer force of will.
Yagura
The ruthless fourth Mizukage
Yagura became famous Naruto not only because of his brutal rule as the Mizukage, but also because he is the ultimate jinchuriki. He can use bijuu powers, achieve full transformation, and even attack with tailed beasts that are capable of massive destruction. In addition, his water release mastery allows him to generate reflections that reflect his opponent's techniques and reverse his own attacks against them.
But even before Yagura became a jinchūriki of the Three-Tails, he was already an exceptionally skilled shinobi, feared and respected throughout the Hidden Mist Village. Like Mei, he also experienced the same bloody graduation tradition and killed his classmates in the process.

Gengetsu may look like a weak shinobi on the outside, but defeating him in a solo match requires exceptional skill. But even before he fought these cosmic-level threats, Gaara was already a formidable Kazekage, known for his iconic sand attacks that allowed him to protect his village, instantly immobilize opponents, and launch devastating long-range attacks.
At this point, Gaara will only get stronger, but that depends on future conflicts and the responsibility he has to take on as the current Kazekage in Boruto.
Ay (Third Raikage)
The Iron Protector of Kumogakure
Naruto fans shouldn't sleep on the Third Raikage because the man himself is a walking tank with massive stamina and chakra reserves. His nickname, The Strongest Shield, is not an exaggeration, as his body is almost indestructible with lightning armor. His speed is also shocking for someone his size, allowing him to blitz opponents before they can react.
Additionally, the Third Raikage boasts impressive feats, from taking on ten thousand shinobi to single-handedly defending a village against the Eight-Tails for a very long time. His power is undeniably on par with the Tailed Beasts, proving his ability to withstand attacks that would wipe out most other shinobi.
Ay (Fourth Raikage)
The lightning fast leader of Kumogakure
This list wouldn't be complete without the fourth Raikage, the one and only supreme leader of the Shinobi Alliance during the war arc. Like his father, he is extremely strong, strong enough to overpower Sasuke during the Five Kage Summit, and fast enough to face Minato Namikaze countless times. Fans even say that he is as fast as Minato, making him one of the few shinobi capable of matching Minato Namikaze's legendary reflexes.
Furthermore, the Fourth Raikage's chakra output is comparable to that of the Tailed Beasts, probably close enough to Hachibi. And speaking of the Hachibis, the Fourth Raikage even broke his horn in addition to resisting and enduring his tailed beast bombs.

The invisible second Tsuchikage
Mu is one of those kage Naruto with overpowered abilities, earning him a strong reputation among fans. Mu is able to utilize all five chakra natures and additionally uses the kekkei tōta Dust Release, a technique that can wipe out opponents on a molecular level.
Ordinary shinobi don't stand a chance against Mu, as the former Tsuchikage can also turn invisible, allowing him to sneak up on opponents and kill them easily. Additionally, it is almost impossible to perceive him by normal means as someone who has no chakra markings.
Onoki
The veteran third Tsuchikage
For many Naruto fans, Onoki is the greatest Kage outside of Konoha. He didn't serve as the Tsuchikage for generations by accident, and his small stature and red nose are far from indicators of his true power.
Similar to Mu, Onoki has superior abilities, including Dust Release and Lava Release, making him one of the most feared Kage. Even Madara recognizes Onoki's immense power and considers him the most difficult opponent among the other Kages. He is also an exceptional team player, able to increase the speed of the Raikage and Gaara's sand techniques by making them lighter.
