Maki has always been a relatively weak character due to her unique twin situation. However, in the Culling Game, her Heavenly Limitation was fully realized when the last of her cursed energy was drained from her, effectively turning her into another Toji whose physical prowess was far beyond anyone else's. With her newly awakened powers, she became an unstoppable killing machine.
In the Culling Game, Maki stands out as the only character with a Heaven's Limit that easily exists among the best Jujutsu wizards. Her best moment in the arc is right after she awakens to her full potential, and when she does, she undergoes a complete massacre of the Zenin clan.

For those who have read the manga, Kinji Hakari is probably their most anticipated character. Hakari's story, fighting style, and abilities are some of the most hilarious and unique in the series, but none of that takes away from how cool and powerful the character really is, something even Satoru Gojo noticed. Once his domain, Idle Death Gamble, is revived, fans will be treated to one of these Jujutsu Kaisen the largest sequence.
Hakari tends to steal every scene he's in, but his shining moment comes in his fight against Hajime Kashimo, which is probably the best fight of all. Jujutsu Kaisen and one of the highlights of the Culling Game. Plus, the fact that it's voiced by the legendary Kazuya Nakai only makes it better.

The most talented wizard
Although not as flamboyant as Hakari or as brutal as Maki, Higuruma is the wizard that shines in the Culling Game arc. Starting off as one of the best players in the game, Higuruma was initially a huge threat for Yuji to face, even coming close to death in their encounter due to Higuruma's incredibly overpowered Cursing Technique; Death sentence. Eventually, however, Higuruma joined the side of the heroes.
Although his true power and worth would be seen in the Showdown Shinjuku arc, Higuruma was quite a formidable foe during the Culling Game and an indispensable ally after it, as he was able to master Cursed Energy despite using it for a very short time.

The Culling Game was designed to pit wizards against each other, and no one was better at it than Hajime Kashimo. Similar to Gojo and Sukuna, Kashimo was also once known to be the strongest during his time in the Edo period, but was never able to fight someone equal to him, causing him to undergo reincarnation in hopes of fighting Sukuna.
Kashimo had the highest number of kills in the entire event and is considered by many to be the deadliest participant in the game due to his mastery of Cursed Energy and overall strength. His greatest moment comes in an incredible battle against Hakari, where both show that they deserve to be labeled as special class magicians.
