Introduced as a potential long-term rival of Goku, Piccolo inherited his father's amazing strength and trained to hone it to the point where he greatly surpassed King Piccolo within a few years. But how did we get in? FROM, Piccolo became less and less relevant, Vegeta replaced him as Goku's main rival, and he gradually became unable to face the main enemies.
We've seen Piccolo turn into more of a mentor already in the Saiyan Saga, from training Gohan in his youth to tutoring Trunks and Goten during the Buu Saga and even teaching Pan a thing or two. Cool. Piccolo got a surprise power-up Super hero this once again made him one of the strongest fighters on Earth. But there are still some transformations that surpass Orange Piccolo.

Legendary Super Saiyan
Broly has one of the highest potentials of all the characters Dragon Ball. It's hard to gauge where he stands due to his unpolished technique, but the raw power and adaptability we've seen from him already ranks Broly as one of Universe 7's stronger fighters.
In his legendary Super Saiyan form, Broly is even more dangerous. Piccolo has more experience and can control his power more easily compared to Broly, but a more experienced Broly who can better navigate his legendary Super Saiyan powers should match Orange Piccolo.
Perfect Ultra Instinct
It's hard to imagine Goku ever unlocking a transformation stronger than Perfected Ultra Instinct Cool the manga is coming back. As it is, he and Vegeta seem to be overcome by Frieza's new power, so you know they're going to have to do something incredible if they want to defeat their old enemy again.
It's likely that Goku will be more comfortable with Ultra Instinct. As it is right now, it is still stronger than Orange Piccolo, although the gap between the two is smaller than in years past. The agility and evasiveness that Perfected Ultra Instinct provides is what ultimately gives him the edge, though seeing Goku and Piccolo in their respective final forms would make for an interesting fight.
Ultra ego
Both Goku and Vegeta have achieved forms that utilize godlike power, with Vegeta's Ultra Ego much better suited to his more aggressive fighting style and feeding his Saiyan thirst for combat. Piccolo and Vegeta never actually fought in the series, and while now would be the perfect time to see the two square off, Ultra Ego would probably come out on top as the stronger transformation.

Ultra Ego has some drawbacks, such as when the user takes unnecessary damage when not controlled properly in the state. But despite the risks, Ultra Ego should match Orange Piccolo one-on-one.
Black Frieza
We only saw Black Frize for a brief moment at the end of Granolah the Survivor Saga. Still, Frieza was able to reassert himself as Universa 7's strongest mortal fighter in a handful of panels. It will be interesting to see what direction the series takes once the manga returns, but you can bet that Goku, Vegeta, Gohan, Broly, and probably Piccolo will be busy finding a way to defeat Frieza now that he has reached his new form.
Just like Piccolo gained a lot of power with his new transformation, Black Frieza is definitely stronger right now. He took out Gas and managed to one-shot Goku and Vegeta in Ultra Instinct and Ego. The biggest question from fans is whether or not he is stronger than Gohan in his new form. Speaking of…
Beast
Gohan is finally 'back'. Again. Maybe we'll see Gohan remain a consistently strong fighter this time around, or maybe he'll be overshadowed by Goku and Vegeta again. Regardless of what it looks like, he's probably the strongest of the main group thanks to his new Beast transformation.
Gohan Beast was introduced in Super hero next to Orange Piccolo, but was clearly a stronger fighter. Gohan Beast took down Cell Max who, while not complete, was one of the strongest villains introduced Cool. We still haven't seen the full potential of Gohan's new form, but from everything we've seen so far, he's the one to beat in Universe 7.
