Legendary Super Saiyan is by far the strongest standard form of Super Saiyan Dragon Ball. Even without access to God Ki, the legendary Super Saiyan Broly was so strong that he was able to defeat Super Saiyan Blue Goku and Super Saiyan Blue Vegeta who fused him. Even Super Saiyan Gogeta wasn't strong enough to defeat Broly without turning Super Saiyan Blue.

True Ultra Instinct is currently Goku's strongest form
Vegeta and Gohan may be stronger than Goku at the moment, but that doesn't stop Ultra Instinct from being one of the strongest forms in the entire series. During the Granolah the Survivor Saga, Goku unlocks True Ultra Instinct, a new and improved version of the UI that he can trigger as a normal transformation while stacking his various Super Saiyan forms on top of them, allowing him to utilize Ultra Instinct's autonomous movement and its various SSJ Power Level multipliers.
Unfortunately, Goku was unable to manually trigger Ultra Instinct Dragon Ball Super: Brolygiven that the movie takes place shortly after the Tournament of Power, but after training with Merus in the Moro arc, he has no trouble turning Ultra Instinct on and off like any other form. Gohan Beast is objectively stronger than the legendary Super Saiyan Broly
Follow the golden rule Dragon Ballthe newest villain is always stronger than the last. This means that Cell Max is absolutely stronger than Legendary Super Saiyan Broly. Further proof of this idea is the fact that Piccolo does not believe that Goku or Vegeta are capable of defeating Cell Max. While Piccolo was not present for Granolah the Survivor Saga, he was around Dragon Ball Super: Broly and the Moro Saga, so he knows what Goku and Vegeta are capable of.
The fact that Gohan Beast is the only character strong enough to kill Cell Max puts him in a league above Broly. Dragon Ball Super Chapter 103 doubles it down by having Gohan Beast take on Super Saiyan Broly in a fight. It's true that Broly doesn't use the Legendary Super Saiyan during this battle, but Gohan Beast sitll manages to keep the upper hand and eventually defeats him in the Super Saiyan Battle Royale shown in Dragon Ball Super Chapter 103.

Black Frieza is the most powerful transformation in Dragon Ball Super
Black Frieza is by far the strongest unique transformation in the Dragon Ball Super. Thanks to ten years of training in the Hyperbolic Time Chamber he found while exploring the multiverse, Frieza went from being weak to a legendary Super Saiyan to strong enough to kill Gas and defeat Goku & Vegeta without breaking a sweat. The only reason Black Frieza doesn't kill Goku or Vegeta is simply because he wasn't there to fight them.
Dragon Ball Super Manga Gets Disappointing Update 1 Full Year Since Hiatus
The April 2026 issue of V-Jump revealed that Toyotarou's Dragon Ball Super manga is still on hiatus with no return date in sight.
Goku and Vegeta spend everything Dragon Ball Super: Super Hero they're training to defeat Black Frieza, and the fact that they're actively training Broly on Beerus' Planet suggests that even the legendary Super Saiyan form isn't strong enough to stop him. Broly will have a better chance once he masters LSSJ, but as it stands, Black Frieza would kill Legendary Super Saiyan Broly with relative ease.

Super Saiyan Blue Gogeta was already strong enough to defeat LSSJ Broly
Gogeta may very well be the strongest character Dragon Ball Superbut it is unlikely that Goku and Vegeta will ever merge into it again. Gogeta is the last save and is no goku or vegeta care to rely on. They only bothered to engage Gogeta because Legendary Super Saiyan Broly proved so out of control that they couldn't stop him as a mere Super Saiyan Blues.
Using his own version of Super Saiyan Blue SSB, Gogeta completely surpasses the legendary Super Saiyan Broly in every way. In Akira Toriyama's original design for Dragon Ball Super: BrolyGogeta Blue even brings LSSJ Broly to the literal sun for their final battle. If there's anyone strong enough to defeat the legendary Super Saiyan, it's the most powerful fusion of all time: Gogeta Blue.
