Mihawk is the strongest swordsman from One piece the world, renowned for his immense skill with the blade. He has one of the most impressive titles in Eiichiro Oda's story and fans know that he is a menace with his the legendary sword of the highest class, Yoru. Mihawk's title is highly sought after by the likes of Zoro, but it's not the be-all and end-all for swordsmen.
This title may determine who has the best swordsmanship, but there is more to combat than that. Regardless, there are other powerful swordsmen that existed in the country One piece a world that is far away stronger than Dracule Mihawk. It is very clear to see that Mihawk will surpass Roger or Rocks from the old generation One piece.
Silver Rayleigh

The Roger Pirates had three overpowered members, two of whom were swordsmen. The first is of course Roger. The second swordsman Roger Pirates defeated was none other than the Dark King alone, Silver Rayleigh. Rayleigh was said to be very close to Roger in One Piece, and that alone says a lot about his abilities and power. Rayleigh is definitely past his prime now, but he was still able to fight the Admiral and scare the Yonko. He was a monster in his prime.

Saint Ethanbaron V. Nusjuro was formally unveiled in One Piece's Egghead arc, along with all the other elders. Fans also got a glimpse of his abilities during the Egghead arc. Indeed, when the Five Elders all united on Egghead, fans had to see it Nusjur's Yokai formand it is clear that he has the powers of a horse like creature called Bakotsu. He also has immortality and rules one of the highest grade swords called Shodai Kitetsu. Nusjuro is definitely one of the greatest swordsmen in One Pieceand with all his powers it's no surprise to see him over Mihawk.
Garling Figarland
The supreme leader of the holy knights and the new elder
Garling Figarland is created by Oda to be quite an important antagonist in the latest One Piece saga. Garling wasn't as impressive during the God Valley events as he lost to Rocks D. Xebec, but he was far from his peak back then.
Now, in the current timeline, it is the supreme leader of the holy knights and had recently been promoted to five elders. The Garling that fans saw in the flashback has since been far surpassed, and as the father of Shanks, fans expect the current Garling to be an absolute beast. It's not impossible for Garling to be stronger than Mihawk, especially with his immortality and possible new Yokai powers.
King Harald
The strongest king of Elbaf
Harald started the Elbaf flashback and quickly showed how impressive his power was. Harald was known as Elbaf's strongest kingand fans can certainly see why. He was so powerful that he was rivaled by none other than Rocks D. Xebec, with whom he had powerful clashes.
The flashback also revealed to the fans Harald's fighting style and it is clear that he is a swordsman. Being on the level of Rocks and Pirate King, it's not surprising that he could beat Mihawk as well.

The Captain of the Rocks Pirates
Rocks D. Xebec has gone down in One Piece history as one of the most monumental characters the series has to offer. Fans became more familiar with Xebec through Loki's flashback, where Oda made it abundantly clear that Rocks' weapon was a sword.
Whenever a new swordsman is revealed, there are bound to be conversations about Mihawk and comparisons. And while Mihawk is a skilled swordsman, Rocks far surpasses him in strength. Rocks came up with a plan to force Roger and Shanks to attack, Divine departureand on numerous occasions he has shown himself to be on a whole other level with feats such as easily killing an admiral and destroying Garling Figarland during God Valley.

The Pirate King
Gol D. Roger is a legend whose actions completely changed One piece world. Roger and his crew sailed the entire Grand Line and found One piece — a feat no one else has ever managed to achieve. As such, Roger became the Pirate King. However, Roger becoming the Pirate King was not the work of luck, as he had the skills to back up the title.
As fans know, Roger's weapon was a sword that was a A top class weapon called Ace. Like Rocks, he used it in a very special way. Roger's techniques hit his enemies like a hammer and his abilities are far beyond anything Mihawk is capable of.
