Over the course of hundreds of anime episodes, Naruto he gave his protagonists ample opportunity to fight almost anyone they wanted. Naruto Uzumaki faced a staggering variety of enemies, from Zabuza and Neji in the early days to the Six Paths of Pain and Obito Uchiha. Naruto's arch-rival Sasuke Uchiha also faced a long list of enemies, some of which he shared with Naruto, such as Kaguya Otsutsuki and Gaara of the Sand.
Sasuke has also traded blows with jinchuriki like Killer Bee and Kage like Mei Terumi, but there are other enemies that Sasuke has never directly fought in a meaningful way. Of course, Sasuke never fought anyone who was already dead in the main anime, like Hashirama Senju or the Third Kazekage, but there were plenty of living, breathing shinobi who never felt Sasuke's wrath on the battlefield. So, Naruto the fandom is preoccupied with what might happen if they fought or thought why Sasuke never fought these characters.
Jiraiya didn't fight, his student's friend turned enemy

Of the three Sannin, Sasuke only fought his own master, Orochimaru. Fans could hardly call it a proper fight as Sasuke pounced on a weakened Orochimaru to devour him and break out of their master and student relationship. As for the other Sannin, Sasuke simply didn't trade blows with them, even though Jiraiya was absolutely Sasuke's enemy on paper.
Due to Sasuke's hostility towards Jiraiya's student Naruto and the Hidden Leaf Village, Naruto Shippuden viewers might have expected such a showdown to occur, but it didn't. As for the hypothetical outcome, Sasuke would probably lose to Jiraiya in most stages NarutoThe overall story considering Jiraiya's vast experience and powerful moves such as Sage Mode and summoning Gamabunto. However, Endgame Sasuke would have a better chance if such a fight ever happened.
Kisame Hoshigaki did not seriously fight the Uchiha brothers

Sasuke faced several members of the Akatsuki gang, the main example being his own brother Itachi. Sasuke also fought the explosive Deidara to the finish, though he never ran into Kisame Hoshigaki. Such a fight would not be easy for Sasuke, win or lose, partly because Kisame boasts titanic strength as a biju without a tail.

Kisame is primarily an anti-jutsu ninja, which is why he was assigned as Itachi's sidekick. With Samehada's ability to feast on chakra, Kisame is ideal for fighting jutsu-heavy characters like the Uchiha brothers. Sharingan, Chidori, Fireball Jutsu and the like don't stand much of a chance against Kisame. In a contest of physical strength, Sasuke has a better chance than Itachi would, though Kisame still has the edge with his amazing strength, durability, and chakra reserves.
Tsunade was Sasuke's enemy, but never really fought him

Sasuke had fought a number of Kage in battle, from the ruthless Raikage known as A to the Tsuchikage and Mizukage, but had not seriously fought any Hokage. So, Naruto fans still don't know what would have happened if Sasuke had properly faced Tsunade, the legendary Sannin turned Hokage. She was Sasuke's enemy on paper, next to Jiraiya, but that didn't lead to much of a fight between them.
It's hard to say who would win this matchup because while Sasuke has assets like the Mangekyo Sharingan and Chidori, Tsunade has expert level medical jutsu, Katsuyu's summoning, and decades of chakra enhanced taijutsu experience. Depending on the stage NarutoAccording to the story, Tsunade could defeat Sasuke fairly easily, but fortunately for the two characters, they never really fought.
Might Guy would love the challenge of fighting Sasuke
Can Guy's Taijutsu rival anything Sasuke can put together
Naruto fans will never forget the brutal showdown of talent and hard work in the Chunin Trials arc. Gaara purely used jutsu and jinchuriki powers while Rock Lee was all about taijutsu and fans want to see more versions of him. The various Might Guy battles helped scratch the itch, but a Might Guy vs Sasuke takedown would have been even better than what fans actually got.
Sasuke is no slouch with taijutsu, seeing as how he borrowed some of Rock Lee's moves in the Chunin Exam, but relies even more on ninjutsu and genjutsu, from Chidori to Susanoo. This is quite a challenge for Might Guy himself, who can take taijutsu much further than Rock Lee. As one gate after another opened, Might Guy could push Sasuke to the limit, pushing Sasuke to use every ounce of his cunning to stay in the fight.
The six paths of pain fought against Naruto and Jiraiya, but not Sasuke
It would be an incredible Dojutsu showdown to see
Both Naruto and his late mentor Jiraiya faced off against the Six Paths of Pain in battle, with Naruto being the one to finally take down the memorable villain. Pain had the upper hand with his varied jutsu and the power of the Rinnegan, which proved to be equal to the Sharingan and stronger than the Byakugan in the dojutsu department. Naruto also had to deal with the Preta Path's ability to absorb jutsu, not unlike Samehad.
The Six Paths of Pain would thus become a serious threat even to the likes of Sasuke Uchiha, a ninja who is smarter and more cunning than Naruto. Even Naruto needed help removing Pain and Naruto fans know how much Sasuke likes to do everything himself. Sasuke's best jutsu would struggle against this villain, though his Sharingan insights would give him a much needed angle to push for a possible victory.
Hiruzen Sarutobi could teach Sasuke a new Jutsu
The Jutsu Professor can handle Sannin level threats
Hiruzen Sarutobi is another Hokage that Sasuke never fought. This is mainly because during Hiruzen's life, Sasuke simply had no reason to fight him, with Sasuke being a loyal citizen of the Hidden Leaf Village until Hiruzen's death at the hands of Orochimaru. As for Hiruzen's abilities, he is still competitive Naruto Shippuden standards in light of his extensive experience and his vast arsenal of jutsu.
There are good reasons why Hiruzen Sarutobi was known as “Professor of Jutsu” and he would have made it if he had survived and achieved Naruto Shippuden in Sasuke's era of villainy. Starting with the climax of the Five Kage arc, Sasuke was strong enough to make his victory over Hiruzen likely, though it still wouldn't be easy or quick to defeat this 'Professor' Hokage.
