Garp has no devilish fruit but has some of the best haki performances in one piece. Garp was also the same and could certainly defeat similar Garling if the rocks and Roger could do.
Whitebeard
The strongest man in the world
Whitebeard is known as the strongest man in the worldand good reasons. He was madly strong even on his rock days, although he was not in his main condition. After becoming one of the most dangerous individuals alive, he grew only in power. Not only did Great Haki had, but he also had the strongest fruit of paramecia ever called Gura Gura no mi. Whitebeard could certainly take and beat Garling.
