He is known to be a child prodigy and was trained directly by Gol D. Roger when he was still a child. Since then, Shanks has established himself as a powerful force on the seas, even becoming a Yonk of the Sea. Shanks has a strength that hardly anyone can rival. In fact, he even managed to defeat Nidhoggr from the One Piece world, which even King Harald, who was much stronger than Rocks D. Xebec at the time, couldn't do.
In terms of strength, Shanks was already able to rival Roger and might even surpass him in the Final Saga. Nero Ima
Nero Ima is the King of the World and quite easily the strongest character in all of One Piece in the Final Saga. Normally, Imu wouldn't have a bounty on his head because he's simply the head of the world government that controls the marines, but the establishment of the Cross Guild completely flipped the script.
The Cross Guild gives bounties for marines they want to eliminate completely. It's not absurd to see them listing bounties on targets from the World Government, given that they are openly rebelling against them. If Imu's identity becomes known to the world, which is likely to happen sooner rather than later, then Guild Cross will most likely put a bounty on his head as well. If Imu gets a reward, it will definitely be higher than 5 billion berries, and it might even be closer to a number like 10 billion, considering that he is the king of the whole world and someone the whole world wants to decapitate.
Figarland shamrock
Figaland trefoil he is one of the most important members of the world government and stands tall as one of the holy knights. Shamrock is said to be just as skilled as Shanks, and also has the Depths Covenant with Imu, which gives him immortality, infinite regeneration, and superhuman strength. He also has a special sword with the power of the Cerberus Devil Fruit that he used in the Elbaf Arc.

Five elders they are the ruling authority of the world and are known to be the highest power in world government for the common man. Since the Cross Guild is at war with the World Government, it wouldn't be a surprise to know that they've put up bounties for the Five Elders as well.
As they are the ruling authority of the world, their rewards are sure to be incredibly high. It wouldn't be a surprise if their rewards were greater than the 6 billion berries in the Final Saga.
