Luffy has gotten stronger, but he still has a long way to go to beat these pirates in One Piece.
Haki is king One pieceand while the line contains many talented users of this ability, there are varying levels, even among the best. Many figures could not be considered divine level Haki users in One piece. Some characters are just on another level when it comes to using Haki and rule the highest levels without even having Devil Fruits.
King Harald
Harold he was definitely a very divisive figure between One piece fandom. He left his best friend Rocks D. Xebca to make better relations with the rest of the world by joining the World Government.
Despite his problems, Harald was still an incredibly overpowered character in One Piece. Harald was known as Elbaf's strongest king, and this becomes more apparent when Oda puts him on the same level as Rocks D. Xebec. Harald's Haki was as good as Rocks, and after obtaining Imu's contract, his power reached new heights. His Haki, when he collided with Rocks, destroyed all signs of life within a 5 kilometer radius.
Rocks D. Xebec
Rocks D. Xebec is an incredible character who fans have been waiting years to see properly in the story, mainly because of his power. Rocks, known as one of the strongest, had tremendous control over Haki.
He was considered one of the strongest by Kaido, and his power was definitely shown in the recent flashback. The rocks had god-level Hakias he was able to easily kill the admiral, destroy Figarland Garling, and even resist Imu's control for a while.
Monkey D. Garp
Monkey D. Garp is an absolute haki beast. Luffy's grandfather and the father of the revolutionary dragon Garp has proven time and time again that he is the greatest fighter the Marines have.
In God's Valley, Garp performed his monstrous Haki against Domi Reversi'd Rocks D. Xebeceven when Rocks was powered up, his Haki still penetrated through Rocks's. He became even stronger after God Valley, meaning his Haki was stronger than Rocks. In the current timeline, he almost single-handedly destroyed the Blackbeard Pirates. Garpa is not a marine to be underestimated, even in his old age.
Go D. Roger
Gol D. Roger did not become a pirate king without great fighting skills. As a non-devil fruit user, Roger relied on one thing and that was his god level Haki.

Roger's Haki was incredibly powerful as shown at God Valley. With Garp's help was able to take down Rocks D. Xebec by impaling his Haki enhanced Domi Reversi. Roger wasn't at his peak back then, and his true power was only fully revealed in One Piece.
Shanks
Right now, the strongest living Haki user might be the Red Yonko, Shanks. When One Piece fans talk about Haki Mastery, Shanks is one of the characters that comes to mind.
Shanks has shown great mastery in all types of Haki. He can use advanced forms of all Haki and even has unique Haki abilities such as Killing observationsomething no one else can use. Shanks' Haki is so great that he was even compared to Joy Boy by Dorra and Broga during Egghead.

Imu is the strongest living character in One Pieceand acts as the secret ruler of the One Piece world. While Imu is strong and possesses an overpowered Devil Fruit, their power doesn't stop there.
Imu also has some of the best Haki in One Piece. The extent of Imu's Haki remains to be seen, but in God Valley it was even stronger than Roger and Rocks. Their Haki would definitely be on par with Joy Boy's, at the very least.
Joy Boy
The strongest Haki user of all time can only be Joy BoyNika from the other world of One Piece. There is still a lot that fans don't know about him, but one thing is for sure, his Conqueror's Haki is at a level never seen before.
During Egghead, his Haki was unleashed by Emet. The Haki blast was so powerful that the Five Elders were knocked back to Marijoa. Not only that, but Imu was shaking after sensing the Haki.
