Luffy is one of the strongest characters in the world One pieceand as captain of the Straw Hat Pirates, he commands one of the greatest forces on the seas. However, if Luffy was the only one in this crew that was truly strong, then the Straw Hats wouldn't be a Yonko crew right now. Luffy has several very powerful individuals under him and the strongest of them all are Zoro and Sanji, officially known as the Pirate King Wings. Together, the Wings of the Pirate King form an incredibly powerful duo that can take on even the most powerful foes.
It goes without saying that the Pirate King's wings are very powerful, but they are definitely not the strongest duo that One piece revealed In fact, there are plenty of other pairings that Oda has revealed over the years that can basically crush them in battle.

These are the strongest characters that sail the seas of the One Piece world.
Crocodile and Mihawk
Crocodile and Mihawk are a powerful duo from the Cross Guild who are also its masterminds. Both of these pirates are incredibly strong, with Mihawk being the main strength and Crocodile being cunning. While Crocodile can beat either Zoro or Sanji in battle, the same cannot be said for Mihawk, who is clearly the stronger of the two.
Still, as a duo, Mihawk and Crocodile will be too much for Zoro and Sanji. Mihawk would absolutely crush Zoro in battle, and even if Sanji might be able to defeat the Crocodile, it's futile because Mihawk would still be left. This duo is definitely stronger than the Pirate King's wings right now.
Garp and Sengoku
As for the navy, the strongest duo that One piece revealed to fans quite easily that z Garp and Sengoku. Together, these two monsters have crushed people like Shiki in Marineford, and their combined strength is comparable to some of the strongest duos in One Piece. Garp was the Pirate King's equal and Sengoku, while not as powerful, was still incredibly impressive and earned Roger's respect.
These two together are incredibly strong and would absolutely decimate people like the Pirate King's Wings in battle. In fact, even just one of them could be enough to take them both down. Of course, it should be remembered that Zoro and Sanji still have a lot of potential to fulfill. Once these two reach their maximum power level, it will actually be an incredibly exciting battle that could go either way, but for now they have absolutely no chance.
Big Mom and Kaido
Duo from Big Mom and Kaido is incredibly powerful, considering they are both former Yonko. Big Mom and Kaido officially team up in the Wano Country Arc and take on the worst generation together. Even the worst generation fighters couldn't do much against them with their combined strength. Only after they were separated could they advance in battle.
Either way, together or not, Big Mom and Kaido are too powerful for the Pirate King's Wings to deal with. Neither of them have what it takes to take down a Yonko yet, and if they ever fought them, they would be utterly crushed. However, they will eventually reach this level, but for now, it is impossible for them to defeat these monsters.
Shanks and Beckman
Shanks and Ben Beckman they form one of the strongest pairs One pieceand even Oda paid special attention to them. According to Oda, Shanks is more calm and carefree, while Beckman is often concerned with more serious matters such as strategy among other things.

Gaban and Rayleigh
Scopper Gaban and Silver Rayleigh they form the original Wings of the Pirate King in One Piece. It goes without saying that these are legendary characters that are on par with the Yonko world of the One Piece, if not stronger. Gaban and Rayleigh don't have Devil Fruits, but their Haki is at the absolute highest possible level.

Their overall strength is incredibly impressive, and they can easily crush the current generation's Wings of the Pirate King in battle, at least for now. In fact, even just one of them would be enough to take on both of them and defeat them easily. By the time One Piece ends, Sanji and Zoro have surpassed Gaban and Rayleigh, but for now they are still inferior and would easily lose a battle against them.

Rocks and Harald
One of the strongest pairings that Oda recently revealed to fans is that Rocks and Harald. The two first met in Marijoa 56 years ago when Rocks launched a raid and killed the admiral while dreaming. They met at the top of the red line, but quickly became friends. Rocks and Harald had a very deep friendship, and it's unfortunate that Harald didn't reach out to him more often than Rocks would have liked.
Still, they made a formidable team, and if these two fought together, it would be impossible for anyone to stop them. Zoro and Sanji will be absolutely overwhelmed by them if they hypothetically fight these monsters.
Garp and Roger
Undoubtedly one of the strongest pairings fans have seen One piece came in the God Valley Incident where Garp and Roger they connected for the first and last time. This duo is incredibly strong and together they even managed to defeat Domi Reversi'd Rocks D. Xebec. Their Haki control proved to be at their absolute best in this fight, and it goes without saying that if they hypothetically teamed up, they would easily crush the current Wings of the Pirate King.
Garp and Roger may be the strongest duo fans have seen in One Piece, and their combined power knows no bounds. Wings of the Pirate King may catch up and surpass them in the future, but for now they are still inferior in terms of overall skill, be it Haki manipulation or overall combat ability. Zoro and Sanji can't hold a candle to Roger and Garp.
