The Kage are known as the strongest ninjas in the world Naruto. Every major village that fans have seen over the years has had a leader in the form of a Kage. Usually, The Kage are strong enough to defend their village against any invasion threatand in that sense they are all very strong. However, fans have seen that Konoha consistently has the strongest Kage of all. In fact, it's gotten to the point where the vast majority of the strongest Kage in the entire series actually come from Konoha.

The strongest Kage in Naruto has been revealed and his level surpasses all others.
This certainly does not mean that Kage from other villages are not interesting enough. Taking the Konoha Kage aside, there are countless other monsters that are often underrated by fans and deserve praise for what they have accomplished during their careers as leaders of their respective villages. While some of them are monsters that can easily defeat an average S-rank ninja, some are even stronger than Tailed Beasts.
The Third Kazekage

The Third Kazekage was known as one of the strongest ninja in the history of Sunagakure. In fact, it was stated at one point that he was their strongest ever. He is known to have led the village during the Third Great Ninja War, but was eventually taken away by Sasori.
Overall, he had the ability to manipulate Magnet Release, which is a very powerful Kekkei Genkai. His abilities made him strong enough to manipulate Iron Sand, an ability that many greatly desire. The Third Kazekage was eventually eliminated by Sasori and is therefore not ranked higher.
Mei Terumi

To be known The fifth Mizukage of Kirigakure, Mei Terumi is a very powerful ninja with not one, but two Kekkei Genkai up her sleeve.. He has access to power Lava releaseas seen during the Five Kage Summit and the war. In addition, he also has access to Boil Release. With these two Kekkei Genkai, she was even somewhat of a threat to Madara Uchiha.
Mei is also incredibly skilled at Water Release and overall is quite easily one of the most dangerous ninja to ever live, and certainly one of the most underrated as well.
The Fourth Raikage

The Fourth Raikage is a monster in his own rightand a case could be made for him as the strongest Kage during the Fourth Great Ninja War. Known as a monster comparable to B in terms of strength, the Fourth Raikage was heavily dependent on Lightning Release. In fact, it can be said that he was the best Lightning Release user before Sasuke's Six Paths awakening in the series.
His lightning armor made him nearly indestructible in battle and his speed rivaled even Minato Namikaze. The Fourth Raikage could even fight the Tailed Beast in combat, and that certainly says a lot about him.
Gaara

Gaara is a character that most fans are very familiar with. During the time skip Naruto series, Gaara eventually became the Fifth Kazekage of Sunagakure. After that, Gaara immediately rose in terms of strength and after the time jump he was so powerful that he could basically take on the likes of Deidara and Sasori in battle.

Gaara's strength, as well as his intelligence, only grew and he became a fearsome commander during the war. His sand manipulation skills were absolutely top-notch, and on top of that, his chakra reserves didn't seem to actually decrease after the Shukaku extraction.
Onoki

Known as one of the most dangerous Kage to ever exist, Onoki was the third Tsuchkage of Iwagakure and a monster in his own right. He was skilled with the Kekkei Tota known as Dust Release. With this power, he could basically disintegrate anything on a molecular level and basically all of his enemies in one go. Onoki was incredibly powerful and also very wise.
All of these things combined made him a force to be reckoned with. Even Madara considered him a major threat in the Fourth Great Ninja Warand that is the highest honor anyone can receive.
The Third Raikage

The Third Raikage was every bit the monster as the Fourthonly more terrifying. He also wielded the powerful Lightning Release Armor, but in his case it was even stronger. It is said that his armor has not been pierced in his entire shinobi life and he has only suffered one self-inflicted wound.
In the Third Great Ninja War, he fought 10,000 ninja for days before being exhausted and eventually died of it. He was even able to fight and seal the Tailsd Beast by himself, and that is a tremendous feat for anyone.
Mu/Second Mizukage

As for the strongest non-Konoha Kage, Mu and the Second Mizukage always come first. Mu was Onoki's mentor and someone even stronger than him. Like Onoki, he also had the power of Dust Release at his disposal, but in his case he was even more skilled with it. In addition, Mu could easily split or completely erase his chakra signature as well as become invisible. All of these things made him absolutely unstoppable in battle. He eventually died in a fight against the Second Mizukage, where both ended up knocking the other out. This makes the two individuals equal.
As for the second Mizukage, fans know that he was extremely skilled with Genjutsu as well as Water Release. Fans got a glimpse of his Genjutsu during the war, but unfortunately it didn't get the attention it should have. Still, it's easy to see that he was indeed Mu's equal, and that the two were the strongest of the Kage together, not considering the Hokages that have existed over the years. Still, the vast majority of Hokages actually surpassed even these two, and that just shows the disparity when it comes to ranking these legendary village leaders in the Naruto world.
