A large fleet of Straw Hats was first created at the end of the Dressrosa arc. The likes of Bartolomeo, Cavendish, Don Sai, and Hajrudin, among others, decided to join hands to form the Straw Hat Grand Fleet loyal to Luffy. Together, they vowed to come to Luffy's aid whenever needed and help him on his journey to becoming the Pirate King. Aid from the Grand Fleet of Straw Hats hasn't gone into effect yet, and it's still a fairly weak group at this point.
14 One-piece characters stronger than Zoro and Sanji
Zoro and Sanji are strong, but at the moment they are still outclassed by these One Piece characters.
However, since the Final Saga has already started, Oda could add some powerful groups to it to help Luffy in his final battle against Imo. The Straw Hat Grand Fleet will grow massively in the Final Saga, and fans absolutely cannot wait to see the new members.

Jewelry Bonney was a fan favorite character in the Final Saga of One piece. Bonney returned to the story after a long absence in the Egghead Island arc. Since Egghead and the events with Kuma, Bonnney travels with the Straw Hat Piratesand is currently with them in Elbaf as well.
While some hope that Bonney will officially join the Straw Hat Pirates as a crew member, it is more likely that she, along with Kuma and Lilith, will instead join the Straw Hat Grand Fleet. Bonney would be a great boost to the Grand Fleet as she has a corrupted Toshi Toshi no Mi ability that even gives her access to Gear 5.
Dorry and Brogy

Dorry and Brogy are legendary giant warriors. The Straw Hat crew first met them in the Little Garden. Dorry and Brogy were definitely impressive back then, but fans never thought they'd make such a massive comeback in the Final Saga.
Dorry and Brogy saved the crew in Egghead, but now unfortunately Imu has turned them into demonic slaves. The Straw Hat Pirates must fight and somehow free them from this curse. After that, it is possible that the Giant Pirates will join the Straw Hat Grand Fleet and help Luffy in his final battle as one of the strongest armies in the entire world..
Loki

Loki is the cursed prince of Elbaf and a character first mentioned in Whole Cake Island. Fans finally got to meet Loki in Elbaf, and it's clear that he's one of the most impressive fighters in the entire series. Loki, with his ancient giant blood, Ragnir and the legendary Devil Fruit, is a force of nature and someone who in the Final Saga of One piece.
At the moment, she is the only character shown to be capable of completely killing someone who is bound by a demonic contract with Imu. While my fans definitely believe that Loki will join the crew, it could be that Oda plans to join his brother Hajurdin in the Grand Fleet instead..
Momonosuke

Momonosuke is a character who has traveled quite a few arcs with the Straw Hat crew, starting all the way back in Punk Hazard. He certainly wasn't a fan favorite for a while, but his role in Wano elevated his character and forced fans to change their minds about him.
Momonosuke is definitely getting stronger at the momentespecially after he aged Shinobu. He has the same abilities as Kaido and that makes him a huge advantage. If he learns Haki, he could be a powerful ally in the final battle and could take over Wan's army to help Luffy.

If Momonosuke is to join the Straw Hat Grand Fleet, then of course his most trusted warriors, the Red Scabbards. The Red Scabbards and Straw Hat Pirates have a long history dating back to Punk Hazard when Luffy first helped Kin'emon.
The Red Scabbards owe a lot to the Straw Hats and will definitely be there fighting alongside them in the final war when Luffy needs them the most.

Boa Hancock is one of the most overpowered characters in One Piecewith his Mero Mero no Mi and powerful Haki. Despite being initially set up as an enemy, Hancock eventually became Luffy's main ally.
Oda showed off Amazon Lily recently in the One Piece manga and it's clear Boa Hancock plans to leave the island and go in search of Luffy. Hancock is going to find Luffy for one main reason and that is to join him in his future battles. He will definitely not join the Straw Hat Pirates. Instead, her crew, the Kuja, fall under the protection of Yonko Straw Man Luffy. Kuja, as Haki users, and Hancock, as an overpowered fighter with Conqueror's Haki, would make perfect additions to the Grand Straw Hat Fleet..
