Dabi's inner pain comes out as pure destruction, making him one of the most feared fighters even though he has no layered quirk combos. Armored All Might
Even though he has no quirks or embers left from One for all, All Might still returns to the battlefield during the Final War Arc in high-tech armor made from his old Hercules car and the quirks of his students. This robot version of the Symbol of Peace brings back Japan's greatest defender, who can now fight directly All For One again. At the start of the final battle, the All Might suit transforms into a sword and shield, buying time for the other heroes to try to stop the All for One from reaching Tomura.
His strength in this arc comes not only from brute strength, but also from how well he uses symbolism and honors the quirks of his students. Armored All Might isn't as powerful as it used to be, but it can use a lot of different Class 1-A quirks like Float, Blackwhip, Half-cold half-hot, and more. He was able to hold back All For One for a short period of time and stop the villain enough to use the rewind multiple times, showing why he is still one of the most important fighters in Final War.
Endeavor
In the Final War Arc, Endeavor is just as fiery and relentless as his prankster, Hellflame. Now the best active hero since the fall of All Might, he must deal with both responsibility and redemption. When fighting Dabi and other very dangerous enemies, his mastery of flames goes to new tactical extremes, making him burn with full intensity against enemies that would easily defeat weaker heroes.
Endeavor is one of the strongest, not only because of how much he can do, but also because he is respected by friends and foes alike. He still fights strategically, using his gunfire to protect civilians and put pressure on the bad guys. Even though he lost his right arm and was severely punished, he still managed to defeat All for one. At least he would have if AFO hadn't used Erie's rewind on himself. He may not be the best fighter in the final arc, but his high ranking is due to his determination, experience and ability to deal a lot of damage.
Mirio Togata
Mirio's role in the Final War Arc isn't all about power; it goes beyond the battlefield. Mirio was one of the big three and had the potential to become the next One For All. His Permeation ability allows him to pass through things and makes him nearly impossible to hit in battle. He briefly lost his wit, but Eri helped him regain it. He then returned to the fight with more anger and a wider range of strategies.
It's not just his wit that makes him strong; this is how he uses it. Mirio can easily bypass, dodge, and break enemy formations thanks to his Permeation quirk, and has perfect control over his body, speed, and space awareness. Mirio is still an important player in the frontline, even if the odds are stacked against him. He didn't have a major role in the final arc, but that doesn't take away from the fact that he's still one of the strongest characters in the series and becomes Japan's #1 hero after the war.

Katsuki Bakugo
By the end of The Final War Arc, Bakugo has gone from a rough young student to one of the best trained and most dangerous fighters in the society of heroes. His Explosion trait gives him a lot of destructive power, but what makes him special is how well he can control it. He is a very flexible fighter as he can fire accurate shots, change the amount of damage and move around easily. He is badly wounded in war, but can still stagger enemies who are usually too strong for him. Instead of just being flashy explosions, he can also use his concentrated bursts as tactical weapons.
Bakugou's fighting abilities in this arc come from the fact that he is naturally strong and can quickly change the way he fights. They don't just shoot; it also calculates angles, space, and timing on the fly, making its explosions feel like operations. It's clear that Bakugo is a better fighter than the others, as even tough villains like Shigaraki fear his attacks. He can do more than a pro hero can do without using layered joke building.
All for one
In the Final War Arc, All For One returns and fights with a deadly mix of strength, flexibility and violence. Although he uses his Rewind Quirk almost all the time, it makes him younger and stronger. He can take, deal and use a mix of jokes whenever he wants. This makes him a terrifying force that changes the course of war just by being there.
All For One is strong in many ways. He is strong not only physically, but also strategically. He can take damage, change his body, and use more than one quirk effect at once to instantly heal himself. The only hero to ever beat him in his prime was All Might. Many had been tired before, but none had succeeded. Even Bakugo's victory against AFO could be said to have been a win only because AFO was back in his teens and not in his prime.

His ideological disagreement with Deku makes this arc even more emotional, making him as much a mental force as a physical one. He is the most powerful force in Final War.
