Every major village in the world Naruto boasts some truly powerful ninjas who bring the most devastating jutsu to the battlefield. Being so large, the Hidden Leaf Village has the lion's share of these powerful shinobi, such as the successive Hokage or the likes of Might Guy, but the other villages aren't too far behind. The Hidden Sand Village boasts names like Gaara and Sasori, while Kirigakure or the Hidden Mist Village also has some notable shinobi.
As the name suggests, the Hidden Mist Village is where the most powerful Water Release jutsu was perfected, along with the famous Seven Swordsmen of the Mist and even three different jinchuriki. Any collection of the most powerful Mist ninja will contain these two jinchuriki and even two different Mizukage, with one of these Mizukage also being a jinchuriki as a sign of true power.

In the long run, even notorious rogue jonin like Zabuza Momochi will be left behind Naruto's power scaling, which is how he ended up being the weakest of the eight most notable Mist Ninjas. He lacks the Kekkei Genkai or tailed beast to compete with the most talented shinobi of the Land of Water, and that also meant he wasn't as much of a threat when he was revived through Edo Tensei.
That being said, Zabuza is no pushover and was still dangerous to the weaker members of the shinobi coalition. Before his death, Haku was known to use his crystal ice mirrors to trap an enemy like Sasuke Uchiha in a series of reflective ice mirrors, but it wasn't just a prison for the target. Haku could quickly flash from one mirror to another to avoid enemy attacks while destroying the target with repeated volleys of needles. Interestingly, Haku was also one of the few characters to use a one-handed sign, much to Sasuke's surprise.

Ao had a few surprises in store, such as his stolen Byakugan eye to scan enemies and see their chakra flow. At the time, he was on par with an elite jonin like Asuma Sarutobi, but fell for Fu's trick with that puppet's sealing jutsu. Unfortunately for Mei Terumi, her bodyguard Ao didn't do so well after that Naruto Shippudenand in BorutoAo needs advanced technology to stay competitive.

The power levels among all of the Hidden Mist ninjas will shoot up a lot once Naruto fans switch to jinchuriki and Mizukage, with one character being both. Utakata is a jinchuriki and hosts a Six-Tailed Beast named Saiken. Utakata was not seen there that often Naruto Shippudenthough the mere fact that he is a jinchuuriki makes him stronger than Zabuza, Haku, and Ao.
Utakata is a quiet guy known for his use of bubbles to fight his enemies, along with Saiken's mammoth chakra as one of the nine tailed beasts. What holds Utakata back is the fact that he has not mastered the power of the six-tails, leaving him behind the jinchurikas who enjoy total control over the monsters within them.

The three different Mizukage hold lofty places among all the strongest Mist ninja, which is no surprise. The Kage are almost always the strongest ninja of their era, from Tsunade to Gaara of the Sand, A, and Onoki. Completing this elite team is Mei Terumi, the kunoichi who succeeded the nightmare Yaguru as the fifth Mizukage.
True to her Kage title, Mei is quite powerful and can even use two different Kekkei Genkai, making her an exception even among all the Kage. She can use lava and boiling steam to have enormous attack power, which is an unusual contrast to the idea of cold, flowing water. Water is often associated with cold or even ice, but Mei is the polar opposite of that, and that gave her a fighting chance against the mega-powerful Sasuke Uchiha, and of course, Madara Uchiha himself.

Like his Hokage counterpart Naruto Uzumaki and his Kazekage counterpart Gaara of the Sand, Yagura is both a Kage and a jinchuriki. He was also the one who plunged the Hidden Mist Village into a dark era when the place was known as the Blood Mist. Zabuza was a product of such a time, though he did try to overthrow Yagura before he became a villain.
In terms of his actual fighting power, Yagura is truly terrifying as a three-tailed host named Isobu. Unlike Utakata, Yagura is a Mist ninja who has tamed and mastered his tailed beast, giving him greater control and precision over the superhuman strength within him. If that wasn't enough, Yagura is known to use the Water Release jutsu to simply reflect his opponent's attacks back at them with watery mirrors.
Gengetsu Hozuki stands as the most formidable Mizukage of all time

Mei Terumi may be the current Mizukage and Yagura is the only known jinchuriki of the Mizukage, but the most powerful ninja to ever hold the rank is actually Gengetsu. He debuted late Naruto Shippuden as an undead ninja fighting for the villains and interestingly enough he actually advised the coalition ninjas on how to fight him. Regardless of this contribution, Gengetsu won easily when facing the fourth division, a testament to his overwhelming power.
Gengetsu's taijutsu is amazing, including his kicks, and at a distance Gengetsu can shoot watery bullets from his fingers to punch through even the toughest clones. On the subject of clones, Gengetsu put a bizarre twist on this familiar type of ninjutsu by creating a sort of water cycle with his own clone, making it an eternal weapon that was hard to stop. Few ninja have gotten this far with clones, with most ninja only using them as meat shields or to distract the enemy.
Kisame Hoshigaki is a Biju without a tail

Kisame is neither a Mizukage nor a Jinchuuriki, but he can deftly take on ninjas of either or both types as the most powerful Mist Village ninja ever seen in the Mist Village. Naruto. Kisame is known as the Tailless Bijuu, a shark-like man whose own chakra rivals anything a jinchuriki can muster, while gaining even more chakra through Samehad's many fangs. Kisame is the one who can nullify the jutsu by feeding it with Samehada, a tactic not too different from the Six Paths of Pain using the Preta Path.
This alone makes Kisame competitive with most powerful ninja, but he can do a lot more than just gobble up enemy chakra with his living weapon. Kisame also boasts one of the toughest taijutsu Narutoalong with the conventional but devastating Water Release jutsu, and can even combine with Samehada to heal and recharge. It is worth noting how the Akatsuki designated Kisame as Itachi Uchiha's partner as a check on Itachi's heavy reliance on chakra-based moves such as the Fireball Jutsu and Mangekyo Sharingan. Not just anyone can face a prodigy like Itachi, but Kisame certainly can.
