In the Elbaph arc, Oda has finally unleashed the true power of Saint Nero Ima, and it is clear to see that he has abilities far beyond the level of the strongest characters in the world. While he had yet to show Imu the true horror of his powers, he wasn't sitting idly by. Pulling strings from the shadows, Imu had already killed several individuals over the years, and during the Great War that took place during the Void Century, he was the one who came out on top, eliminating all competition in the process.

Joy Boy
Perhaps the greatest enemy Imu has ever faced is the first pirate ever to exist, Joy Boy. Joy Boy came from the Ancient Kingdom, which was a rich kingdom that existed long ago in the One Piece world. At some point, 20 nations banded together to rival Joy Boy and his allies, including Imu. Since Imu and Joy Boy have a rivalry, it goes without saying that they continued to fight during the Century of Void. At the end of it all, Joy Boy is confirmed to have died, about 800 years ago, and his death also ended the Void Century.
Imu ended up on the winning side and established a world government, standing on top as the true ruler of the entire world. Quite clearly, Joy Boy is one of the most important people Imu has defeated in his lifetime.
Davy Jones
Davy Jones was first introduced in One piece during the Long Ring Long Island arc, but his true meaning was not revealed until the Elbaph arc, where Oda named him during the God Valley incident. Davy Jones was a pirate who existed in the Void Century alongside Joy Boy. He is said to have been the true ruler of the world even before Ima Nero, and as with Joy Boy, he was truly feared by the current ruler.
Davy Jones was probably on par with Joy Boy and Imu. However, he also lost in the end. This means that his will still lives on, which is why his bloodline haunts Ima to this day. Davy D. Jones continues to be a huge influence on the story.
Saint Saturn
Saint Saturn he was one of the Five Elders and certainly an incredibly powerful person who served directly under Ima until recently. In the Egghead Arc, Saturn served as one of the main antagonists who stood in the way of Luffy and the Straw Pirates. Because of his failure to stop the Sun God Nika, Saturn Imu was severely punished.
As already established in the series, Saturn shares the Abyssal Covenant with Imu. This power grants him Yokai ability and also gives him access to infinite regeneration and immortality. However, it also makes him a vessel that Ima can control whenever he wants. At the same time, Imu can take this power away from Saturn at any time, which is exactly what happened at the end of the Egghead arc. Enraged at Saturn, Imu decided to wrest all of his powers from him, leaving behind nothing but skull and bones, killing him in the process.
Nefertari Cobra
Nefertari Cobra came face-to-face with Saint Imu Nero during the recent Reverie and asked questions about the Poneglyphs, such as Lily's whereabouts, among other things. Naturally, the moment he raised these questions, he sealed his own fate. The fact that he saw the face of the ruler of the world, Saint Imus Nero, meant that he would never leave alive.
Even though Cobra tried his best to escape the throne room, and even though Sabo came to help him, he ended up dying. In the end, Cobra sacrificed his life to allow Sabo to escape and deliver the message to Luffy and Vivi. Cobra may not be the strongest Imu has killed, but it's certainly among the most significant, especially in the grand scheme of things in the Final Saga.

Nefertari Lily
Nefertari Lily she was once the queen of the kingdom of Arabasta and stood tall as its ruler. She was also one of the first 20 monarchs to form a world government. However, she also had a rather complicated relationship with people from the ancient kingdom.
It is Lily who eventually spread the Poneglyphs throughout the world, and her last message to Arabast asked them to raise the flag of the dawn against the sinking world, clearly implying that she was actually against Imo and the other kings who had banded together to fight the ancient empire. When the Founding 20 took the vow of equality in front of the Empty Throne, Lily was probably present as well, but she never made it back to Arabasta for some mysterious reason. Sure, Imu was responsible for her death. Immediately after, her brother assumed the role of the ruler of the kingdom of Arabasta. It is her brother that Vivi is descended from.

Rocks D. Xebec
Rocks D. Xebec he was a very prominent pirate in the world One piece 56 years ago and established his own era with the goal of becoming the king of the world. However, at the end of the day, Imu fell in battle because he was not fully prepared to take him down.

Shuri's father
More than fifty years ago, Imu and the Saint Knights in the One Piece world attacked the place in South Blue where Princess Shuri is from. This kingdom was once prosperous and led by a certain king who was deeply loved by Brook, the musician of the Straw Hat Pirates. Brook served as the leader of this kingdom's battle convoy and single-handedly raised Princess Shuri. However, it was made clear in the story that it was Shuri who killed the king in the end.
Shuri was under the control of Imu Nero, meaning that Imu was the one who orchestrated the destruction of this Kingdom and the kidnapping of the princess herself.
Seki
Seki is the former king of the Lulusian Kingdom who was deposed by his own people and imprisoned. When he was locked away, Imu decided to wipe the earth out of existence and struck it with the ancient weapon Uranus.
Immediately after, the entire kingdom was destroyed and Seki died in the process. While he was a powerful king at one point, he was reduced to dust and completely erased from history, all thanks to Im.
Princess Komane
Seki's daughter, Princess Komane, was also deposed by the people of Lulusia in a massive uprising. Like her father, she was trapped in the earth when Saint Imu Nero unleashed the power of the ancient weapon Uranus, pulverizing the earth into pieces.
Like the vast majority of the citizens of the Kingdom of Lulusia, Komane eventually died despite being a royal ally with the World Government.
