When Bethesda released The Elder Scrolls 4: Oblivion in 2006, the studio did not appear to add every single aspect of the game they originally planned. We all know about the content of the cut and the half -finished mechanics, such as unclear goblin raid.
However, there are also reflections on traditions that have not completely reached the finished product. One of them was the idea of a division between Emperor of Nibenay and Imperials of Colovia. Although Tamriel regions may occur as monocultures from time to time, Bethesda intended to include minor cultures in each region.
There should be a cultural abyss among those of Nibenay, who consider themselves real objects of the empire, and those from Colovia who have a more autonomous and reserved attitude to the empire. This was not explicitly referred to the original edition of Oblivion, outside several voice lines.

However, with the remastered Oblivion, each game races now have two different origins that you can choose between the character creator. Origin options for the Empire? You guessed: Nibenay and Colovia.
Description Nibenay reads: “You are a real imperial, born in the heart of the empire. The number of cities and their size led you to hastily travel.” For Colovia is: “Colovia residents like you are known for their autonomy, including the rest of the empire. You have inherited the intention of your ancestors.” You can find a complete list of origin.
Argonian: Arnesia or ThornMarsh
Breton: Systres or High Rock
Dark Elf: Vvardenfell or Mainland [Morrowind]
High Elf: Auridon or Summerset Isle
Imperial: Nibenay or Colovia
Khajiit: anequina or pellitin
Nord: Western [Skyrim] or east [Skyrim]
ORC: Fortress or Orsinium
Redguard: Dragontain Mountains or Alik'r Desert
Wood Elf: Grahtwood or Reaper March
Each of these origins contains loreloring about the areas from which your character came from. It is unknown whether these origins have any other effect on playing, or they are simply a pleasant nod to something Bethesda wanted to do, but had no time to finish in the original edition of Oblivion. We know that there are new voice lines, so there is always a chance.
