The World Government is a control federation on a blue planet where One piece takes place. Its closeness to power and its goal to protect those that controls it to attract various subordinates, many of which are not strictly loyal to its larger goals.
In the midst of events such as Breakout Impel Down, Summit War and the abolition of the Seven Sea Warriers, the effects of the ripple led to many previous associated entities that the government of their own goal. These are the strongest characters that betrayed the world government to meet other goals.

Inner man
Vergo was a long -time follower Donquixote Doflamingo. As a reward for his strength and loyalty, Vergo was given the rank of Corazon, who was one of his best officers. However, it was removed from this rank because it was needed elsewhere.

Doflamingo gave Verga the goal of spying marines by penetrating them. To this end, he climbed to the series and before his completion he became a vice president, the third highest rank in the organization. He was not caught for about 15 years and is expected to send vital information to his captain during this time. He caught Rosinante, Doclaing's alienated younger brother, ironically acting as Mole for Marines, on his own relaxed chair. Vergo was powerful because he was sufficiently qualified in Haki's armament to the point where he could face his entire body and use a bamboo stick as a weapon.

Caesar cloun
Scientist
Caesar clown was one associated subject of Dr. Vegapunk in Mads, an innovative but illegal research institute. He competed with Vinsmoke Judge and Scien (later known as Queen) to be known as the second best group (as a vegapunk was obvious first). When Mads closed, Caesar was one of the scientists who were co -opted into Marines.
Caesar again worked with a vegapunk on punk danger. Caesar, however, took things too far with his experiments when he was ordered to avoid creating an illegal gas weapon. In response, Caesar detonated and was subsequently removed from the research group and arrested. Later he escaped, but was indirectly linked to the government through DOFLAMING. Since then he has restored the escaped status and created Neo Mads, next to Vinsmoke Judge.

Stussy
Clone
Stussy was the first successful human clone, copied from the bottom of Miss Buckingham Stussy. The original Stussy was associated with Mads, widely considered a freeloader. At the age of 10, Stussy was admitted to the Cipher Pol government agency, which trains children in advanced agents as an orphan.
Her real loyalty, however, consisted of Dr. Vegapunk, who had his own doubts about the world government. Stussy eliminated her colleagues Lucci and Kaku and identified them as too strong to fight directly. As already mentioned, she still showed an impressive level of physical strength and had the strength of Batto Batto No Mi.

Shiryu
Second captain of Titanic
Even the low standards of Impel Down about the behavior towards prisoners, the excessive brutality of Shiryu, the previous Impel Down prison, too big to ignore. Trafalgar D. The partnership of water law with the government is relatively short compared to most warriors. Sometime during Timeckip, he reportedly caused an incident Rocky Port, which led to the hearts of the hearts of hundreds of Pirates and sent them to the government in exchange for its rank.

Crocodile

After the war at the summit he founded the naval hunting organization Cross Guild, but his former Warlord, Buggy, was falsely identified as a group leader. The actual strength of the crocodile is nothing to sneeze. He is one of the few antagonists who defeated Luffy twice, and is strong enough to face the most demanding of his colleagues of the warriors.

Jimbei
Latest pirate
Jimbei was a member of Sun Pirates, a crew that emphasized the solidarity of fish. Despite his personal hatred of people, the leader of the crew, Tiger, lost his life by returning one leaked human slave to his home. In his place, Jibei took the lead and eventually joined seven sea warriors to allow his crews to return home if he wanted it.
Jimbei admired the pirates of Whitebeard who discussed the island of Fish-Man. Jimbei's own relationship with Whitebeard led him to be voluntarily imprisoned in Impel and lose his government privileges. Eventually he was part of the escape that spilled into the war of the summit.

Disinherited Dragon
The immediate family of Doflaming was removed from the world's noble system at the insistence of his father. The pain that lasted as a result has become the basis of a lifelong resentment against the heavenly dragons. His crew took over the whip, the kingdom, his predecessor to apply a certain level of lost power, to become the world nobles.

Kuzan, formerly known as Admiral Aokiji, had a complicated relationship with the government. He saw their brutality in the hound, where the population was erased in genocide to prevent the research of an invalid century. This led him to observe lazy justice, which justified that justice rarely is worth the efforts that were involved. However, he began to act against the government only after he lost the admiral position of the fleet.
The power itself was not Kuzan's motive. He was disgusted by the ideals and actions of Akain and seemingly wanted to prevent him from gaining power. He fought with Akaine for days, but lost the battle and promotion and decided to leave the organization. Since then he has become the tenth captain of Titanic of the Blackbeard Pirates, although he was a later addition to the crew. This is probably out of respect for its complete strength, and its devilish fruit allowed him to immobilize more crew members.

Admiral teaches
Marshall D. Teach's effort to infiltrate seven sea warriors was carefully created. He captured Portgas D. Ace and traveled to Imper Down, which was in the middle of escape to capture ESA. In addition to the Shiryu recruitment, they teach fatal free of charge for all to determine the strongest prisoners, selected Vasco Shot, Sanjuan Wolf, Avalo Pizarro and Catarina Devon.
