While Imu is darkness and evil, Luffy represents good and light. Imu turns others into slaves using the Domi Reversi power. Luffy frees them using Gear 5's power as the Warrior of Liberation. Luffy is the complete opposite of Imo, and that's why he has a chance against him. To face the Domi Reversi of Imu, Luffy must use his Devil Fruit powers to turn the table in his favor, and that's exactly what fans will see when the main battles begin.
However, the Gear 5 alone is not enough. Luffy also needs powerful Haki, which he doesn't currently have. In order to truly cleanse Elbaf of Imu, Luffy needs Joy Boy-level access to Haki. First, when the Five Elders attacked Egghead, the only way to defeat them was for Emeth to release Joy Boy's Haki. Joy Boy himself said yes his strongest Haki. It was only after this Haki was released that the demonic summons were nullified. In God Valley, even if the pirates combined their Haki, they were unable to nullify Imu's powers. In other words, their Haki was not as good as Joy Boy's.
