The Elbaf Arch is undeniably one of the largest arches in One piece history. In fact, it wouldn't be an exaggeration to call this the best arc in the series so far. The Elbaf arc embodies everything that One Piece stands for. It has the perfect amount of storytelling, action and drama. Oda even revealed all sorts of secrets in the Elbaf Arc, including what exactly went down in the God Valley.
In addition to storytelling and world building, the arc also has a lot of action. The Elbaf arc features many star battles, some of which were part of the God Valley flashback. Not all fights in the arc were of equal length. Some lasted only a few minutes, others hours.

Flashback God Valley was mastered by Davy D. Xebec, leader of the Rocks Pirates. Fans waited years to learn more about Xebec because he seemed to be an interesting character. When Oda finally revealed Xebco's true nature, readers were pleasantly surprised.
In a flashback, Xebec traveled to the God Valley to save his wife and child from the clutches of the sky dragons. Xebec was overprotective of his family and would not stop at any cost. Garling, a holy knight, tried to stop the pirate, but to no avail. Xebec destroyed the Holy Knight and continued as if nothing had happened. Considering Garling was knocked out by Xebec so early on, his introduction where he was called the God Valley Champion is even more entertaining.

Harald and Rocks were equal in strength
In addition to Xebco, one of the main elements of the flashback was Harald, the king of Elbaf. Not long after the arc began, Harald's name was constantly brought up in the story, clearly hinting that he would play a key role. Harald was heralded as the greatest ruler of Elbaf because he was a kind and just man. However, he was not someone to be pushed around.
Harald had immense physical strength and Haki with which he could match the strength of almost anyone, including Xebca. Harald first met Xebec in Marijoa, where their clash destroyed almost everything in a certain radius. They fought a second time in Elbaf, which put a massive strain on their friendship. The third and final fight between the two took place at sea. Harald originally decided to fight Xebec because the World Government promised to make Elbaf an associated nation if he did so. But after Harald learned of Xebco's true past, he decided to hold back and let Xebco win. All three fights between Harald and Xebec are extremely important to the overall story of One Piece, which is why they are so high on the list.

The Elbaf arc featured the debut of Scopper Gaban, one of the most charismatic characters in the series. Gaban used to be Gol D. Roger's left hand man. He has lived in Elbaf for an extremely long time and people affectionately call him Ya-san. Fans have been waiting a long time to see Gaban in action as they wanted to know how his strength compares to Silvers Rayleigh.
Fortunately, they didn't have to wait too long for Gaban in action. When the Holy Knights attacked Elbaf, they didn't know Gaban would be there to stop them. The first to taste Gaban's power was Shepherd Sommers. After spending a lot of time torturing the innocent citizens of Elbaf, Sommers finally received his compensation at the hands of Gaban. He cut off Sommers' hand and then dealt the Holy Knight a fatal blow, rendering him incapacitated.

Davy D. Xebec was the star of the God Valley incident. He went to the island to save his wife and child from being killed. While Xebec successfully completed the task, he failed to protect himself. Unfortunately, he fell victim to Imu Domi Reversi, causing him to turn into a demon. Xebec tried to resist the change, but failed. He was then ordered by Imu to wipe out his family and everyone else on the island. Fortunately, Kuma saved Eris and Teach before Xebec could get to them.
The demon pirate then turned his attention to Garp and Roger. As he approached the two, Garp and Roger heard his voice asking them to kill him. They were confused but knew they had to do it. While everyone else ran away, Roger and Garp stood still and fought Xebec. They used several Conqueror's Haki attacks on the demon, but none of them seemed to work. Eventually, Roger found a way around Xebco's defenses. Even though it was a risky move, they had no choice but to try. Fortunately, the gambit paid off and Xebec died.
