Before she hung up her boots, Shakuyaku was an infamous pirate who led Kuja in battle. In one encounter, the crew managed to defeat the Roger Pirates, and it's safe to say that Shakuyaku played an important role in that. As a member of the Kuja tribe, she was proficient in the use of Haki.

Subsequently, Imu used Domi Reversi on Xebec, turning him into a demon. Imu ordered Xebec to kill the members of the Davy Clan and anyone else who stood in his way. They didn't reveal their power to Imu in the flashback, but that was to be expected since they are the main villain of the story.
