Before she hung up her boots, Shakuyaku was an infamous pirate who led Kuja in battle. In one encounter, the crew managed to defeat the Roger Pirates, and it's safe to say that Shakuyaku played an important role in that. As a member of the Kuja tribe, she was proficient in the use of Haki.
Whitebeard

In God Valley, Garp attacked Ima, who was inside Saturn's body at the time. Garp then teamed up with Roger to take down Xebco, who had been transformed by Imu.

The main purpose of Loki's flashback was to learn the truth about the death of Harald, who reigned as King of Elbaf. In his younger days, Harald was a loose cannon that often ended in destruction. But over time he changed and became a friendly person. Harald was famous for his policies, which he used to make Elbaf better.
As a giant, Harald was physically superior to most characters. A mere swing of his arm could destroy buildings. Even if he had no other abilities, Harald would still be a problem for most individuals, but that's not all. He possessed extremely powerful Haki with which he was able to nullify Xebec's Haki.

Davy D. Xebec was the captain of the Rocks Pirates and the greatest pirate of his era. Xebec was an ambitious man like his ancestor, so he wanted to rule the world. He knew that accomplishing such a huge task required the help of other powerful warriors, which eventually led him to create the Rocks Pirates. Although Loki only met him a few times, he was inspired by Xebec and wanted to be like a pirate.
In terms of strength, Xebec is probably the strongest pirate ever. He was an elite swordsman who combined Haki with his attacks to increase their damage. Xebec's blows were so devastating that they were compared to cannonballs. Aside from his swordsmanship, Xebec's physical abilities were on another level. Given his power, it's no wonder the world government feared him.

Imu is easily the strongest character from Loki's flashback. Initially, the World Government ruler had no intention of getting involved in the God Valley incident, but that changed after they saw Xebec and the other pirates trying to thwart the competition.
Imu took over Saturn's body and began to attack, but their rampage was interrupted by a combination of attacks from Xebec, Roger, Garp, and others. Subsequently, Imu used Domi Reversi on Xebec, turning him into a demon. Imu ordered Xebec to kill the members of the Davy Clan and anyone else who stood in his way. They didn't reveal their power to Imu in the flashback, but that was to be expected since they are the main villain of the story.
