Get out Magenta Sector 2 on Magenta Street in the northwest quadrant of Lumiose City to find Lysandre Cafe. Enter the Lysandre Cafe and you'll find a door right in front of you leading down to Lysandre Labs.

Thanks to the teleport system in Lysandre Labs, this location is a fantastic place to shiny catch some of the rarest Pokémon in the game.

To do so, find a teleport that brings you close enough to the desired Pokémon to cause it to spawn, then teleport away. Repeat this process and eventually you will find a shiny one.

With the game's ability to store up to ten shinies on the map at once without having to despawn them, you don't have to worry about checking spawns every time.
