The Hokage are some of the most iconic characters in the whole Naruto series. Kishimoto created the Hokage as proud and respected leaders of Konoha and let each of them define their own era. The most important and popular Hokage of them all Naruto is of course Naruto Uzumaki, the Seventh Hokage and the main protagonist of the main series. In fact, Naruto's goal is deeper than just becoming Hokage. The reason Naruto becomes Hokage is to gain the respect of everyone else around him. In other words, Naruto simply craved the attention and respect of those around him. For the most part, he achieved this already after the Battle of Pain. All of Konoha, who once despised him, hailed him as their hero, and in the Fourth Great Ninja War, Naruto earned the recognition of not only his own village, but the entire world. He became a hero like no other, which is why he finally rose up and became the seventh Hokage of the village a few years after the war ended..
It goes without saying that to achieve this goal Naruto had to go through several hardships. He had to defeat his inner demon, which was his greatest enemy. He also had to defeat the hatred within his own hatred and of course he had to bring his best friend Sasuke back to the village. All of these things shaped Naruto into the man that fans know him to be and also made him the great character that he is. Without these hardships, Naruto would never have become the Seventh Hokage and become the hero who saved the world.
This is also why Naruto's story is as popular as it is. His journey from a nameless boy to the greatest Hokage in history is absolutely incredible and inspires the next generation of ninja as a whole.

Although it goes without saying Naruto is the best Hokage everand also the strongest, most likely to never rule as the Seventh Hokage again. This is because Naruto Uzumaki was incapacitated by Kawaki when he was sealed at the end of the first part of Boruto. Three years have passed since then and Naruto was already declared dead. Of course, fans know he's not dead, but that matters little since Konoha already has an interim Hokage in Shikamaru.
Right now, Shikamaru leads as the unofficial 8th Hokage of the villagebut it won't be long before he will be the real 8th Hokage. Naruto's return doesn't seem close at this point. In fact, fans know that when Kawaki and Boruto fight, Naruto is still sealed. In other words, he will not return before the end of the Boruto series. Konoha may have had its next Hokage before Naruto returned, meaning he probably won't get a chance to rule again after his return.

When Naruto returns the series will most likely be over and by then Sarada becomes the next Hokage. In order for her dream to come true, Naruto has to throw his own dream aside, and that's quite a conundrum. The best approach the author takes here is to make Konohamaru the 8th and then Sarada the 9th.
