He successfully awakened the devil fruit in Wano and reached the peak of his powers. In fights, Luffy combines Haki with his Devil Fruit to increase the power of his attacks.

Monkey D. Dragon is the founder of the Revolutionary Army, an organization in open rebellion against the world government. The dragon wants to free oppressed people living under tyrants and has already helped several nations. The success of these operations increased the fame of the Dragon and the Revolutionary Army. People all over the world became familiar with Dragon and his organization, and many even joined the cause.

Shanks

Shanks is the leader of the infamous Red Hair Pirates, a crew widely feared for their strength. Unfortunately, they didn't participate in any on-screen combat, making it impossible to see what abilities the crew members have.
Shanks is the son of Figarland Garling, supreme commander of the Holy Knights and newly appointed god of science and defense. Like his father, Shanks is also extremely strong. In fact, it is possible that Shanks is stronger than Garling. He possesses all three types of Haki and his control over them is flawless. So far, none of the characters in One Piece have really tested Shanks' strength, and those who have tried have failed miserably.
