Hogback can't even finish the giant stomp as the mad doctor from the Thriller Bark arc successfully dodges death, much to the surprise of fans. Just when everyone thought Hogback was gone for good, lo and behold, he reappears alongside Moria and Absalom on the escape ship.
Hogback's second chance at life is proof that surviving in One piece often defies logic and that no defeat is truly final in a series. His seemingly fatal death at the hands or feet of Oars was shrugged off, allowing him to return with a heavily bandaged body. Undeterred by his proximity to death, Hogback quickly returns to his sinister penchant for turning corpses into zombies as if nothing had happened.
Pell

Pell was supposed to have been killed in the bomb blast.
For many fans, Pell is the first character that comes to mind when asked which of Eiichiro Oda's characters should have really died. One piece. After all, his supposedly final moments in the Alabasta arc were overflowing with heroism, so his ultimate sacrifice for the kingdom could instantly touch everyone's heart.
Pell soared into the skies of Alubarna carrying a huge bomb planted by Sir Crocodile, determined to save the city at the cost of his life. As Crocodile planned, the bomb exploded, but Pell somehow managed to walk away from the blast with treatable injuries.
Pell's survival robs the final scene of mayhem in Alubarna of its full emotional power, turning what should have been an unforgettable moment into a near-miss.

Pekoms was supposed to kill Capone Bege.
There is an inside joke between them One piece fans about those characters whose names start with P. These characters are said to have the “will of P” because no matter how dire the situation, they somehow always manage to survive. Pekoms is no exception, as the lion mink avoids death several times when dealing with Capone Bege.
Bege not only shot Pekoms in the back, but also asked his henchmen to feed the mink to the lion in the shark-infested waters, only to return alive. Because of this, many fans believe that Pekoms is protected by a conspiracy, although his devil fruit ability to transform into a full-fledged turtle or a turtle-mink hybrid could actually explain his miraculous survival.

Pagaya was supposed to be killed by Enel's lightning.
Surviving Enel's judgment is an impressive feat for Skypiean, as the lightning that struck Pagaya was fatal in every sense. The attack hits Pagaya directly with seemingly no chance of return, yet Eiichiro Oda spares him just like the other characters on this list without proper explanation.
Pagaya should have died in that scene to create a truly heartbreaking moment for Conis to push her character's growth. Unfortunately, his survival is another missed opportunity that turns what could have been a strong motivation for character growth into a confusing scene that feels safe. In the end, Pagaya even joined in the celebration after Enel's defeat, as if his near-fatal injuries never existed.
Kumadori

Kumadori should have been killed by the Monster Point Chopper.
Agent CP9 Kumadori is tough as steel as he was able to withstand brutal Monster Point Chopper attacks that would destroy most opponents. Not only did the Monster Point Chopper mercilessly hammer him into the ground, but the reindeer's final transformation also flung him towards the courthouse like he was nothing more than a crushed insect.
During the torture, Kumadori lay motionless like a corpse, unable to lift a finger against the Monster Point Chopper. If Kumadori had died in the Enies Lobby arc, it would have created a shocking but powerful moment for the Straw Hat Pirates, especially Chopper, who had just begun to show his full fighting potential.
Kin'emon

Kin'emon was supposed to be killed by Kaido.
Pell would be proud of Kin'emon after he survived Kaido's kanabo and katana attack while protecting Momonosuke in what was supposed to be one of the deadliest story arcs in the Wano arc. One piece. Most fans thought that Kinemon was finished after that deadly encounter with Kai, but Oda's stupid excuse was enough to later justify his survival.
Although Kin'emon's survival was a relief, his miraculous escape quickly eased the tension in Wano. Watching One Piece episode 1035 will never be the same, as the moment lost much of its impact due to the character dodging the death blow. It was one of the Wano Arc's biggest disappointments, and as long as Kin'emon was alive, that frustration would surely continue.
Jaguar D. Saul

Saul was to be killed in Ohara.
The revelation that Jaguar D. Saul was alive the whole time is one of Eiichiro Oda's most shocking plot twists in One Piece. Saul, a character who had been lost for years, makes a surprising reappearance in Elbaf, where he has taken up a job as a history teacher.
While it's good that Robin has Saul back after the horrors of Aokiji's attack and Buster Call in Ohara, his survival lessens the gravity of Robin's traumatic story. For many fans, this is the last straw as the deaths in One Piece no longer feel credible in terms of Saul's survival. Worse, Saul's return to One piece she didn't get any proper build-up from Oda, leading to a comeback that seems undeserved.
