The first crew to most definitely beat the Rocks Pirates in the Final Saga of One piece is the Straw Hat crew. It should come as no surprise to any fan that Luffy should be stronger than Rocks D. Xebec comes to the end of the story. In the God Valley incident, it was very clear that Rocks is absolutely no match for Imu in battle, but Luffy has to be the one to fight and completely defeat Imu. As such, Luffy must be above the level of Rocks D. Xebec.

Rocks two of the strongest men in his pirate crew were clearly Whitebeard and Big Mom when he sailed the seas. However, neither of these two were exactly in their prime.
