Already a questionable pick to top the list, Shanks is considered by many in the fandom to be highly overrated. Of course, there's no denying that he's exceptionally powerful, especially considering that he has the most powerful Haki and the greatest feats with it of anyone in the modern era setting.
However, the real reason many consider him overrated is his spare time in the series, where a lot of his most important moments take place off-screen, leaving them open to interpretation, especially when he defeated Loki and stopped Kaid from coming to Marineford. Although Shanks is undeniably one of the most powerful characters, some feel that he is overrated.
Sengoku was on the sidelines the whole time

Sengoku was a fleet admiral for most of the series and was considered Garp's equal, serving as a parallel to Whitebeard in the naval ranks. In addition, Sengoku is one of the only two marines in history to be confirmed to have all 3 types of Haki, making him quite a remarkable figure in the world.
However, despite such legendary stats, many believe that he is overrated, especially since it is believed that he only became a fleet admiral because Garp kept refusing. In addition, Sengoku missed key moments in the setting such as the God Valley incident, and was also unable to definitively defeat Blackbeard during the Marineford War despite having incredible Devil Fruit powers.

Dracule Mihawk really didn't do much

Mihawk was introduced fairly early in the series as the world's strongest swordsman, who serves as the final obstacle in Zoro's entire journey. During his appearances in the Baratie and Marineford arcs, his skill with the blade was very apparent, though most fans don't think it really means much.
This is because he believes that Mihawk is someone who only runs on reputation. Despite being called the World's Strongest Swordsman and a rival to Shanks, Mihawk was unable to stop Luffy and Marineford and was seemingly matched by Vista, making his strength completely lacking in the eyes of many fans.
Ace proved to be an average fighter

Ace is remembered as a fan-favorite character who met a tragic end at the very end of the Marineford arc. As a Mera Mera no Mi user, Ace was built as quite a formidable fighter in the earlier installments One piece thanks to his powerful Logia fruit, which he didn't mind in the first half of the series.
Despite this, Ace turned out to be a pretty mediocre fighter who somehow managed to gain a reputation. Even though he disobeyed orders and went after Blackbeard alone, he proved to be much weaker than the man who only had his Devil Fruit for a short time and took extra damage because of it. After losing to Blackbeard, he was captured and eventually became the reason for his own and Whitebeard's death due to his stubbornness at the hands of Akainu.

However, despite her power and status in the world, she was often portrayed as incredibly stupid or just very easily exploited, leading to her being incredibly overrated.
Examples of this can be seen in her appearances, such as when she failed to put Marco down for good, freaked out a few times to become a child version of herself, sustained injuries against Brooke and Nami, and was even successfully taunted by Chopper. Despite being one of the Yonks, Big Mom is very overrated as a fighter.
Garling is perhaps the biggest con in the show

When it was first introduced in One piecefans were convinced they had just seen a character that was on par with Roger and Garp, specifically due to his presence, title of Supreme Commander of the God Knights, and the role he played in God Valley. When he was eventually revealed to be Shanks' father, these theories only got stronger.
However, the truth was far from that. The person everyone believed to be on par with titans like Roger and Xebec was ultimately shown to be pitifully weak compared to them despite his status and immortality. He and his entire team were singlehandedly defeated by Rocks, and he didn't get the final blow on the pirate until after his intense battle with Roger and Garp broke him, proving that Garling is the most overrated character in the series.
