One pieceThe combat system is primarily built around Devil Fruits, with a few non-fruit abilities, abilities, and weapons to complement it all. This was true from the beginning when Roronoa Zoro used swords and Vinsmoke Sanji used kicks while Luffy fought his enemies with his Gum-Gum Fruit. It's almost as if One piece is constantly trying to balance Devil Fruits with other fighting styles i.e. Haki, swords like Dracule Mihawk and of course Rokushiki.
In the translation of “Six Powers”, the fighting style of Rokushiki came to the fore One pieceWater 7 Saga as another example of a competitive battle system to rival Devil Fruits. Before the official introduction of Haki, One piece they definitely needed someone like Rokushiki to expand the combat system in new ways and keep the series from just being a race to the top of Devil Fruit power. The weird thing is that Rokushiki has already been partially abandoned and is only used by CP0 in the last arcs, probably because it's expected of them. The Rokushiki has been described as a common combat tool for the Navy, but in practice it's just a specialized force after all and deserves a bit more than that.

One pieceThe world is vast and dangerous, and its inhabitants fight in a variety of ways, both in massive battles and in individual duels. Since this is a pirate anime, fans were not surprised to see huge wooden ships firing cannon volleys at each other, and swords were also to be expected. Of course, everyone is familiar with the idea of werewolves on the high seas, wielding sabers while pillaging coastal towns. And swords are just as popular in anime as they are Bleach and Demon Slayer show. IN One pieceEast Blue Saga, cannons and swords were enough to balance the power of Devil Fruits like Zoro and Dracule Mihawk from the Seven Sea Warriors fighting. Even as Water 7, ship's cannons were feared weapons, as shown by Buster Calls.
At the time when One pieceWorldbuilding and power scaling were more limited, which was enough as a counterbalance to Devil Fruits. These fruits were dominant, especially when the Straw Hats ventured into the Grand Line, but non-devil fruit fighting styles still had their place. Haki wasn't called by name in the Skypiea Arc, but it helped add new layers to the Upper Yard battles, and then came Water 7. There, Rokushiki felt like the ultimate counterpart to the Devil Fruits as a special weapon that the Navy carried.
More specifically, it was Rob Lucci and his minions in the CP9 gang who made Rokushiki a force to be reckoned with on the battlefield. Many members of CP9 had their own Devil Fruits, such as Rob himself and Kaku and Blueno, and these alone were enough to threaten the Straw Hats at the time. Rob was only able to take on Luffy's Gears with the power of his Zoan Cat Devil Fruit, but One piece needed to up the ante after the likes of Sir Crocodile and Enel, so Rokushiki made himself known. The Six Powers allowed Rob and his allies to physically threaten the Straw Hats with fast-moving finger-based techniques that overpowered even the “monster trio” Luffy, Zoro, and Sanji.
This worked well as in the Water 7 Saga, but over time Rokushiki was almost forgotten and only CP0 keeps the idea alive in recent arcs like the Egghead Island Arc. and even then One piece fans may suspect that Rob and his allies only bother with Rokushiki because it mixes well with their Devil Fruits and because they are well-known as Rokushiki users, and they shouldn't disappoint viewers. Fans may even call CP9/CP0 the Rokushiki Squad, so of course Rob and his allies won't be leaving their signature move. Otherwise, One piece Rokushiki seems largely done, and it's easy to see why.

“What” Rokushiki is clear, p One piece it pretty much leaves it out of the mandatory use of this CP0 fighting style in the Egghead Island Arc. Another is the “why”: for what reason does the story sideline a nifty technique like the Rokushiki? Despite One pieceThe best effort to keep the combat system balanced, Devil Fruits remain absolutely dominant, to the point that some fights are won purely because of them. This is more true than ever in light of the Gear 5, the fabled Zoan fruit of the Elder Five, and most recently the draconian powers of Prince Loki's Devil Fruit. It may seem strange One piece abandoning anything like Rokushiki that might help keep things balanced.
The problem is Rokushiki himself. It's simply not as versatile and universal as the Haki combat system, to the extent that only a certain faction, the Navy, makes significant use of it. This naturally limits Rokushiki's presence in the One piecesaying it has no place whenever a fight develops that excludes the Navy. A lot of the fighting takes place between pirate crews, meaning that Rokushiki usually doesn't make an appearance, even though there are a few non-navy users in the story's cast of characters. There was no room for that in battles against Big Mom Pirates or Beasts Pirates, for example, and God Knights have their unfruitful fighting style with their immortality.
So Rokushiki only gets into the story when CP0 shows up, and Rob Lucci doesn't appear in every story arc – no villain is important enough to do that, not even Blackbeard or Imu, let alone Rob Lucci. As for Haki, this fighting style may only have three main modes, not six, but those three modes will do a lot of the heavy lifting. Color of Arms Haki is a generic but useful “get stronger” mode that counters Devil Fruits, while Color of Observation Haki can function as a Sharingan by another name, adding a much-needed layer to Luffy's showdown with Charlotte Katakuri. As for the Color of the Supreme King Haki, it is a rare and thematically impressive technique that shows who has the spirit of a true leader with an indomitable will. Rokushiki could never do that.
One Piece: The Most Overrated Fighters, Ranked
Although there are many powerful One Piece characters, many of them are incredibly overpowered.
For better or worse, Haki has rendered Rokushiki practically obsolete, taking over Rokushiki's role as the main competitor and tool of the Devil Fruits in One piece. Like Rokushiki, Haki can be used to resist Devil Fruits or extend the same fruit as shown by Luffy himself, and it's not limited to CP0 and Navy. Haki is something that almost everyone can do, and honestly shouldpick up because the Devil Fruits only get stronger after the time skip. Now Rokushiki is half-forgotten as some weird calling card of Rob Lucci's team, and maybe that's for the best.
