The Yonko are the four most powerful pirates in the world One pieceand dominate as far as the forces at work in the New World are concerned. Although the Yonks are powerful, they are not the only powers worth noting among pirates. Many powerful non-Yonk pirates have established themselves in the world One piece and have made their presence known over the years. Some of them belong to Yonko crews, others operate independently. Oda did a great job establishing powerful non-Yonk pirates, especially in the final saga of the story where only the strongest survive the most dangerous seas.

One Piece has a lot of powerful female characters, but only a handful of them are Yonko level.
Sanji
Sanji he is one of Luffy's two wings and one of the most powerful characters that exist in the world One piece. He is a user of two powerful types of Haki and also has the Germa Lineage Factor which raises his overall fighting abilities to a whole new level.
Sanji was able to easily dismantle Queen The Plague in the Wano fight and has grown remarkably in battle since then. Sanji continues to grow in terms of overall power in Elbaf, and it stands to reason that he will gain abilities like Conqueror's Haki, taking his overall abilities to a whole new level in the final saga of the story.
Roronoa Zoro
Like Sanji, Dawn it is also one of Luffy's wings and is among the strongest in the world. He has already established himself as one of the fiercest pirates on the seas and his three sword style is known around the world. In battle, he has access to all three types of Haki, and thanks to Enma, he can even bring out the advanced forms of Armament and Conqueror's Haki.
Zoro's overall fighting abilities are incredibly impressive, and he can defeat the likes of King The Wildfire in combat. Zoro is fast approaching the level of Admiral and Yonko and will surely hover around them at the end of Elbaf.
Eustace Kid
Eustass Captain Kid he is one of Luffy's biggest rivals on the seas and definitely a pirate that many would argue should have been a Yonko instead of a Buggy. Kid is incredibly impressive in combat. He has tremendous durability and a very high level of offensive firepower thanks to his Jiki Jiki no Mi. Kid did incredibly well against Big Mom. Still, Shanks was able to take him down with a single swipe of his sword.
Shanks, who knocked Kid down, often easily underestimates how good a pirate he really is. Shanks himself is on par with the average Yonko. Either way, Kidd more than deserves to hold the title of Emperor. The only thing holding him back is his weak crew. If Kid improved his crew significantly and gained more territory, he would definitely be in the running for Yonka with the Cross Guild.
Trafalgar Law
Trafalgar Law he is easily one of the most powerful pirates in the world One pieceand his reward of 3 billion berries proves it. In the Wano arc, Law put up quite a fight against the likes of Kaido and Big Mom. In fact, he was instrumental in defeating Big Mom, and Yonko certainly wouldn't have fallen without him.

Law has grown even more in terms of overall powers since the battle against Big Mom, and is now competing with the Emperors on the high seas. In the battle against Blackbeard, Law was able to inflict a fatal wound on him, but ultimately lost. Still, he is close to the world of the Emperors of the One Piece, and his future upgrades make him strong enough to make his way among them. Unfortunately, like Kid, Law has a weak pirate crew and no territories. If he were to start a stronger crew, he would definitely go for Yonko.

Ben Beckman
As for the strongest pirates outside of Yonko, Ben Beckman ranking very high. Beckman is the first officer of the Red Hair Pirates and a monstrously powerful individual. Oda himself says in One Piece 4 Billion Volume that Beckman has Haki greater than admirals. In fact, all Red Hair Pirates are said to have impenetrable defenses, meaning there are no weaknesses. Ben Beckman is sure to be a monstrously powerful character, and aside from Yonko, he's one of the strongest out there.

Luffy is powerful with his Gear 5, but these Mythical Zoan users are even stronger in One Piece.
Kuzan
Kuzan is a former Navy Admiral who now serves as the 10th Captain of the Blackbeard Pirates. Considering he even applied for the position of Fleet Admiral, it's easy to see that Kuzan himself is close to Yonko level, if not there. Even though he doesn't have access to the power of Conqueror Haki, his Hie Hie no Mi Devil Fruit ability and his control over other forms of Haki are absolutely immense. Kuzan was able to hold his own against Garp, and even though he was overwhelmed, it's easy to see that he is one of the strongest pirates on the high seas right now.
Boa Hancock
Boa Hancock is one of the most dangerous pirates in the One Piece world right now, and also among the most underrated. Hancock has the power of Mero Mero no Mi, which gives her the ability to petrify anyone, including but not limited to those she is attracted to.
Hancock also has extremely powerful Haki of all three types, which is especially unique as it is referred to as Kuja Haki. Her full abilities were not seen, but even Blackbeard confirmed that if he hadn't sneaked up on her, he would have been defeated, showing just how formidable her overall abilities as a fighter are.
Dracula Mihawk
Dracula Mihawk he easily stands tall as the strongest non-Yonko pirate in the One Piece world currently. Mihawk has a bounty of 3.590 billion berries, which automatically puts him at Yonko level. He could easily become a sea emperor if he wanted to, but he has no interest in being targeted by other pirates and the navy and wants to live a quiet life.
Mihawk now leads as one of the commanders of the Cross Guild, making him a force to be reckoned with. While he's not the strongest pirate on the seas, he's certainly at the top when it comes to non-Yonk pirates on the high seas.
