The power of destruction is one of the most powerful abilities Dragon Ball Super. Using destructive energy, Destruction users can use tremendously powerful techniques such as Hakai to literally erase their enemies from existence. If Goku couldn't impress Beerus Dragon Ball Z: Battle of Godsthe entire Earth would be destroyed by Universe 7's God of Destruction.
Destruction is a common technique of Gods of Destruction, but mortals can learn hakai and other destructive abilities by training hard enough (or making a wish on the dragon balls). Just a couple Dragon Ball the characters may actually use destruction as a technique, but that alone makes them some of the most powerful warriors in the multiverse.

Toppo is the God of Destruction in all but name
Toppo is the leader of the Pride Troopers and a candidate for God of Destruction. Once Belmod leaves or dies, Toppo will take over as the God of Destruction in Universe 11 and begin his reign. In the Universe Survival Saga, Toppo was strong enough to defeat Goku during the Zeno Exhibition and would have eliminated Vegeta from the Tournament of Power if the Prince of All Saiyans had not unlocked Super Saiyan Blue Evolved.
Toppo's Destroyer Form radically increases his Power Level and mixes his God Ki with destructive power. Toppo has a strong command over Destruction and is able to use Hakai to injure his opponents without wiping them outright – showing amazing control over his power. In a fight to the death, Destroyer Form Toppo could probably kill Vegeta with just his Hakai, but the rules of the Tournament of Power would force him to hold back.

Granolah learned hakai when he became the strongest in the universe
By wishing for the cereal dragon balls, Granolah became the strongest person in Universe 7, trading most of his remaining life in exchange for ultimate power. Granolah only has three years left to live at the end of Granolah the Survivor Saga and one of the most powerful beings in the world. Shortly after receiving his power, Granolah uses Destruction without fully understanding how the technique works.
While Granolah himself is much stronger, his Hakai version is much weaker than Toppo, largely because he doesn't understand how to use Destructive powers. Toppo trained to become the Destroyer, while Granolah simply wished to be stronger. However, by the end of the arc, Granolah begins to adapt to the ability and can actually use Destruction as well as Beerus, instantly turning everything in his path to ash.

Gas can do everything Granolah can do – but better
Granolah's time as the strongest being in Universe 7 doesn't last long. After Elec learns that Granolah used the Dragon Balls to power himself up, Elec heads to Cereal, summons Toronb, and wishes for his brother Gas to become the strongest warrior in the universe. Unlike Granolah's wish, which directly traded life for power, Elec's wish on the Dragon Balls ages Gas whenever it is surpassed and trades the remaining years in real-time to accommodate stronger enemies.
Gas has access to every single ability that Granolah does, and gets the same boost from Dragon Balls, but on a much more extreme scale. Gas will never handle Destruction to the same level as Granolah, but he is far stronger in terms of base power level and even his weaker Hakai version can deal serious damage. If Gas hadn't been so hesitant to use his new powers and win on his own merits, he might have been able to wipe out Granolah, Goku, and Vegeta with his newfound Destructive Powers.

Goku nearly obliterated Fused Zamasu with an improvised Hakai
Destruction is not Goku's speed, especially since he spends most of his time doing it Dragon Ball Super to master the strongest versions of Ultra Instinct, the angel technique. That said, Goku is still a fighting genius and it takes just one look for him to instantly understand how to mimic a technique. During Dragon Ball Super Goku Black Saga manga, Goku pulls out a Hakai while fighting Fused Zamasu. Despite having no destruction training, Goku erases half of Zamasu's body.
The only thing stopping Goku from erasing Zamasu is the fact that he's holding Mai hostage, forcing Goku to stop. Beerus later informs Goku that not even Hakai can erase an immortal enemy, but the ash covering half of Zamasu's body suggests otherwise. Goku has no interest in being a God of Destruction or using destructive powers, so even though he is one of the strongest Hakai users in the series, he is unlikely to delve into the technique again. Especially since his mastery of Ultra Instinct grows stronger with each arc.

Vegeta slowly masters the art of destruction by training with Beerus
Vegeta has some great years ahead of him Dragon Ball Super The anime remake is finally starting to air in the fall and is setting up Dragon Ball Super: The Galactic Patrol. Not only did Vegeta officially defeat Goku in a fair fight Dragon Ball Super: Super HeroBeerus accepted him as his personal student. In Granolah the Survivor Saga, Vegeta begins training under Beerus and learns how to use Destruction as a technique.
Beerus even gives Vegeta a God of Destruction earring to represent his growth. While fighting Granolah, Vegeta channels all of his Destuctive energy into a new form, Ultra Ego. Ultra Ego Vegeta is a mortal with the best mastery of Destruction Dragon Ball. Using Hakai for a direct wipeout is not Vegeta's style. Instead, he chooses to use Destruction as a means of damaging his enemies, giving him the opportunity to deal his own kind of devastating damage.

Beerus & The Gods of Destruction are the ultimate users of destruction
There is no better destroyer Dragon Ball Super than Beerus. All the Gods of Destruction know how to use Hakai, but Beerus makes it an art form. Beerus has complete control over his Destruction, which fans have seen before Dragon Ball Z: Battle of Gods when he used his Hakai to lightly destroy part of the Earth (the planet was left completely intact).
If Beerus wanted to, he could wipe out any enemy (even Black Frieza). Beerus is constantly holding back as he trains with Goku and Vegeta, but the Saiyans are slowly closing the gap. Beerus' mastery of destruction is so polished that he is even able to use a Hakai that hits Vegeta from the front and only destroys part of his armor.
