The Boruto the series proved to be a somewhat divisive sequel to Naruto. In terms of quality and popularity, the predecessors are nowhere near, and that was to be expected. Naruto set the bar so high that few series could reach it. Boruto has its fair share of faults as a series, and one of the biggest of them is that it sidelined a lot of exciting characters, old and new, that fans would like to see more of. Over time, their roles were so small that they ended up being underdeveloped characters in the grand scheme of things.

Naruto: The 24 Most Iconic Female Characters
These iconic female characters from the Naruto franchise are known for their influence on Masashi Kishimoto's popular series.
7
Sakura Haruna
Sakura Haruno is one of the strongest ninjas Boruto at this point. She's in her prime, and that gives the writers another reason to put her in the spotlight. The manga is of course about the next generation of ninjas, but Sakura and others should be involved more often. Sadly, Sakura was barely a part of the series, and this led to her becoming an incredibly underwhelming character.
6
Konohamaru Sarutobi
Konohamaru might be one of the biggest disappointments Boruto. Fans had huge expectations from him in the Naruto series where he played his small roles very well. However, he has embarrassed himself time and time again in Boruto. He'll probably be the same in the future, and it doesn't look like there's any hope for this character. Even after the three-year timeskip, Konohamaru is still extremely impatient. In fact, all of his students have already surpassed him, and he is the polar opposite of Kakashi if anything.
5
Mitsuki
Like Konohamaru, Mitsuki was shut down for the vast majority Boruto series and had no opportunity to show what he could really do. The storylines surrounding his character also went completely by the wayside, and overall he ended up being among the characters that would not significantly affect the plot if removed from the story. Hopefully this will change in the future Boruto.
4
Hinata Hyuga
Hinata Hyuga should get a more prominent role Borutoand that goes without saying. In many ways he is a direct descendant of Otsutsuki and Hinata is Naruto's own wife. She is a powerful ninja who could do more than just be a housewife in the series. Unfortunately, the writers never saw it that way and decided to cut her out of the plot entirely, except for moments in the Uzumaki household where she was seen as a normal mother to her children.

10 Boruto characters who are beyond Kage level
Boruto characters are strong and many of them have even surpassed Kage level.

Team 10
Team 10 in Boruto consists of Shikadai Nara, Inojin Yamanaka and Chocho Akimichi. Aside from Inojin, who only recently gained some attention, these characters were completely sidelined and seemed to not even exist in the first Boruto installment. This is quite sad and just shows how little the author fleshes out his supporting characters and the world that comes with them. They were given a slightly more prominent role in Two Blue Vortex, however, it would be far-fetched to say that they are anything but stunning.

2
Rock Lee
Rock Lee is another Boruto character from the previous generation that was completely sidelined. This is incredibly bizarre, given that he is one of Konoha's strongest, having mastered the Eight Inner Gates. Fans should have seen Rock Lee at the forefront of things on many occasions, but for some odd reason it never happened.
Despite the great potential and power he has to offer, Rock Lee ultimately turns into a fearless character just like many others in Boruto.
1
Kakashi Hatake
The Sixth Hokage, Kakashi may not be in his prime, but he is an individual with a lot of experience and power to offer. Almost no one saw Kakashi there Boruto yet. While he may have appeared a few times in the anime, the manga cut him out completely and it's almost like he doesn't even exist.
To call him captivating would be a bit of a misnomer considering he's not even there. This is especially shocking given the character's role in the predecessor manga. Fans are hoping that he will appear and play an important role in Boruto to preserve his legacy.
