Officially introduced incl Naruto Chapter 118, which was published in Shueisha's Weekly Shonen Jump Issue #19 on April 22, 2002, The Second Hokage, Tobirama Senju, was a legendary figure in both Konoha and the Ninja world. Tobirama was known to be a very pragmatic leader who led to significant development in the shinobi world while wielding immense power. Perhaps the biggest thing Tobirama was known for was his skill as an 'Inventor'. Tobirama Senju invented some of the greatest and most powerful jutsu in the world Naruto.
Now, 12 years after his last appearance in Naruto Chapter 691, which was officially released on September 22, 2014, Naruto's sequel, Borutoofficially introduced by Tobirama's successor, who invented quite a few powerful techniques of his own. This successor is none other than the protagonist of the series, Boruto Uzumaki himself.
Boruto Uzumaki is established as Tobirama Senju's official successor as inventor
Tobirama Senju was a master of all five types of nature, but his affinity was water release. However, the most powerful techniques he possessed were not within any of the five Nature Transformations. Tobirama was the inventor of some of the most powerful and interesting techniques ever to exist in the Naruto world, and that was his true power. For example, Tobirama Senju was the creator of the Flying Raijin technique, which allows you to teleport. This technique made him the fastest ninja of his time. While Minato was the better user of the technique and continued to perfect it, Tobirama was the one who invented it in the first place, as confirmed in Naruto Chapter 641.
Known to be incredibly iconic in the ninja world, the shadow clone technique was also invented by none other than Tobirama Senju. He also invented the Impure World Reincarnation, which is also known as Edo Tensei and is the most dangerous technique ever to exist in the world of Naruto. Tobirama also invented Mutually Multiplying Paper Bombs, all of which are just a fraction of what he actually invented in the ninja world during his time as the Second Hokage.

IN BorutoTobirama has an official successor in the form of young master Boruto Uzumaki. While Boruto hasn't invented that many Jutsu yet, he's still remarkably young at only 16, which I find extremely impressive. He has already invented several powerful Jutsu and even completely reverse-engineered and reformulated Tobirama's own Flying Thunder God technique, as officially confirmed in Boruto: Two Blue Vortexes Chapter 16 that fell into place V-jump on November 20, 2024.

Boruto has invented 5 Jutsu so far in the series
So far in Boruto: Two Blue VortexesBoruto Uzumaki invented a total of five techniques and also showed his skills with many other impressive jutsu. The very first technique that Boruto invented in the story was the Vanishing Rasengan. Technically, this jutsu was unknowingly invented by himself, but it's still a technique he developed himself. By adding Lightning Release to the Rasengan, Boruto caused the jutsu's properties to completely change, allowing him to disappear at a random moment and completely surprise the enemy.
This technique debuted in Boruto: Naruto Next Generations Chapter #2 in Shueisha's Weekly Shonen Jump Issue #27 dated June 20, 2016. Following this technique, Boruto Uzumaki invented a new form of Rasengan called the Compression Rasengan, which greatly increased the technique's penetrating power and destructive capabilities. He also invented the super-compression Rasengan, which made the technique even more powerful and allowed him to break through the defenses of someone as strong as Kara Inner almost effortlessly.
IN Boruto: Two Blue Vortexes Chapter 4, which was officially released on November 4, 2023, revealed Boruto Uzumaki as a user of the Flying Thunder God technique invented by Tobirama himself. In his case, he created this technique all by himself. His technique is not as refined as that of Tobirama Senju or Minato Namikaze. However, it is just as impressive as it can infuse certain metals into its chakra. By imagining their shape in his mind and sensing the chakra in them, he can instantly teleport to them. This technique also allows him to surprise enemies, as shown many times in the story. It elevates Boruto Uzumaki's character significantly in my eyes, especially after witnessing his slow character development over the years.

Boruto Uzumaki also invented one of the most powerful techniques in the entire franchise, the Rasengan Uzuhiko. This technique completely blew away my understanding of what the Rasengan was capable of when it first debuted on September 20, 2023 in Boruto: Two Blue Vortex Chapter 2. By using the rotation of the planet itself, Boruto essentially puts his enemy into a semi-permanent state of vertigo, completely destroying their sense of semblance and balance while defeating them effortlessly. Even strong individuals such as those at the level of the Code or other strong Otsutsuki cannot resist this technique and this only makes Boruto an even greater inventor, potentially second only to Tobirama in my eyes.

Why Boruto Uzumaki's growth as another inventor will make him the strongest ninja
Having followed Boruto's journey as a young adult in the Two Blue Vortex for about three years now, I can confidently say that this is just the beginning of his journey as a powerful ninja. Boruto Uzumaki is still on his way to learn many more techniques and to invent a plethora of powerful jutsu due to his incredible talent. Right now, Boruto Uzumaki has invented about five jutsu of his own and learned a lot from Sasuke Uchiha and Kashin Koji, but the best is yet to come. Boruto's strongest transformations, strongest skills, and besides, the strongest jutsu are yet to be revealed by Mikio Ikimoto and Masashi Kishimoto, which excites me and many other fans to no end.
Right now, Boruto is Tobirama Senju's true successor in Konoha, but he has already surpassed him in strength. In the future, Boruto Uzumaki could surpass the legacy of not only Tobirama Senju, but every other Hokage in existence. Unfortunately, however, Boruto Uzumaki will never become Hokage because that is not his goal. He wants to become a shinobi just like Sasuke Uchiha, and I find that admirable in a way and certainly exciting.
