Dragon Ball is a series that is known for its many transformations as a means of empowering characters. In several arcs since the original series, the main reason the heroes were able to defeat the villains was the transformations they achieved that made them much stronger than ever before.

Although the final forms are definitely the highlights of the arc, there have been several Dragon Ball whose power was a bit low in the context of everything else. Dragon Ball many powerful characters have undergone powerful transformations, but not every final form lives up to the hype.

Although Granolah's power increased by many degrees when he awakened his second Red Eyes and even allowed him to match Ultra Ego Vegeta, it ultimately didn't do much for the rest of his fight against the Saiyan Prince.

In practice, Granolah's evolved state damaged Vegeta quite substantially, but he knew that to actually kill the prince, he had to perform an attack that would drain every last bit of his own energy while killing himself in the process. While he was still really strong, Granolah's evolved state wasn't the arc transformation that final forms are really meant to be.

Super Perfect Cell was defeated rather quickly

After his suicidal explosion towards the end of the Cell saga, Perfect Cell regenerates with his Namekian cells and also takes over Goku's power, allowing him to greatly increase with Zenkai Boost. As the Namek saga rolled around, Frieza emerged as the most powerful villain the franchise had introduced up to that point. Even using his previous transformations, Frieza's strength was greater than most of his opponents, though his final state came with his Final Form, which was able to make short work of the other Z-Fighters.

However, despite being weaker than him, Goku was still able to keep up with the Galactic Tyrant while in his base form and even damaged him substantially with the Spirit Bomb. Even after unleashing 100% of his full power, Frieza couldn't be touched by a Saiyan, so his final form was pretty weak in the larger context of the series.
