Special Ability: Kage Kage no Mi
Gecko Moria served the role of a villain in the Thriller Bark arc, where it was confirmed that he was one of the Seven Warlords of the Sea. Being one of the legendary Warlords, Moria was very strong and had a special power of the Kage Kage no Mi, which allows him to control Shadows at will.
From all his techniques, the strongest power that he had was Shadow's Asgard, which allowed him to absorb many shadows and grow exponentially in terms of size, as well as strength, speed, and just about every other physical attribute. In Thriller Bark, he grew so strong that the entire island was threatened by his existence. Had he stopped overconsuming shadows, Moria could've even beaten Luffy. But his pride led him to consume too much, to the point where he couldn't even hold them properly, and this led to his downfall.

Donquixote Doflamingo was the King of Dressrosa, and a powerful former Celestial Dragon with immense abilities up his sleeve. He stood as the main villain of the Dressrosa arc and could pose a significant challenge to Luffy and the Straw Hats.
The power of his Paramecia Ito Ito no Mi was his strongest asset in battle, and with this ability, he could manipulate and produce strings at will. Using his powerful Awakening, Doflamingo could turn his surroundings into string as well. He also had other abilities, such as Parasite or Birdcage, which made him an incredibly difficult enemy for anyone to contend with. He was truly a terrifying villain and goes down in history as one of One Piece's strongest. Everything about him, from the use of his Devil Fruit to how he conducted himself, was befitting a perfect villain.

Bartholomew Kuma is the former King of Sorbet who sold himself to the Government for the sake of his daughter, Jewelry Bonney. Kuma was slowly turned into a Pacifista and made into a puppet of the Celestial Dragons, but he also stood as a strong fighter. Kuma has quite a few abilities up his sleeve.
Most of all, Kuma had the power of Nikyu Nikyu no Mi, which is a Paramecia type of Devil Fruit that allows him to transport people to a different place with the touch of his palm and repel things at varying speeds, including at the speed of light. Kuma's biggest ability might not be his Devil Fruit. He was recently revealed to be from the Buccaneer race. This race has a special ability that remains unknown to this day. It is down to this ability that Kuma was able to override the orders issued to him by the Five Elders and function against their will despite having his free will removed.

Special Ability: Fishman Karate Secret Arts
Jinbe was introduced as a Shichibukai early on in One Piece before the Straw Hats even entered the Grand Line. When it comes to Jinbe, we know that he doesn't have too many fancy techniques up his sleeve. His most special power can be considered to be his Fishman Karate Secret Arts.
Jinbe has used these abilities on many occasions in the series, and techniques such as Vagabond Drill and Onigawara Seiken fall in this category. In his battle against Who's Who in Wano, Jinbe used Onigawara Seiken to end the fight, but against Big Mom and in Elbaf, Jinbe has relied on Vagabond Drill more. Either of those two is his strongest and most special power. At the same time, there are likely other abilities that belong to Fishman Karate Secret Arts that Jinbe can use but hasn't utilized yet.

Hancock also has powerful abilities up her sleeve that can be classified as a special power. Her go-to ability that can be considered to be her specialty is her Devil Fruit, called Mero Mero no Mi. This fruit allows Hancock to charm people around her. All those who are charmed by her in any way, be it romantic or not, can be turned to stone.
Hancock can also turn inanimate objects and those that are not charmed by her to stone using physical contact, with techniques such as Perfume Femur, which makes her Devil Fruit truly deadly. However, this isn't Hancock's only special power. She is also from the race of the Kuja, which is predisposed to utilizing the power of Haki. Why this is the case remains unknown, however, given that Hancock is the strongest there, her Haki must be on a completely different level.
