To build a good team around Rebecca, you need to understand her mechanics, which revolve around dealing DMG with her basic attacks. This means that characters like Sanhua or Lucy are excellent characters to pair with Rebecca due to their Outro skills that greatly enhance her basic DMG attack. In this Rebecca team you have to pair her with Lucy who is the best character to bond with WooWa. The two characters spin off each other well, as they both fill their concert energy quickly enough to make this rotation work. This also means they create openings for each other to exchange and cancel many of their attacks, further enhancing their synergy. All that, and I haven't even mentioned the number of buffs they give each other through their Inherent and Outro Skills.

Since both Rebecca and Lucy will control field time with their spins, you need to add a character that barely takes up their time. It should be a character like Mornye who will also heal the team and barely spend time in the field building up her Concert Energy. Additionally, both Lucy and Rebecca work with the Hack mechanics, while Mornye supports the team by increasing the team's debuff rate.

Rebecca + Sanhua + Verina

If you want to build a complete F2P team Rebecca WooWayou can pair Sanhua with her. Sanhua is a lightning fast character that can deal decent DMG. Lightning fast means she will always trigger her Outro Skill within seconds to greatly improve Rebecca's base attack DMG. You can safely keep rotating between them to complete both of their sets. Of course, Sanhua won't do as well as Lucy, but she's good enough for a F2P character in Rebecca's F2P teams.

As for the healer, there are many options, but none come close to Verina, who is an amazing F2P healer with mild buffs to both Rebecca and Sanhua.
