Considered pretty much the strongest mortal in the entire multiverse, Goku wouldn't even have made it through the Saiyan saga if it weren't for his many powerful and skilled teachers who were at the top of their craft.
Gohan is no exception to this rule, as he owes his legendary power to the two mentors he had along the way Dragon Ball. However, this prompted fandom to debate which of Gohan's teachers was better and whose finishing attack would suit him better. Goku and Gohan trained quite intensively throughout the series, the most obvious of which was the time they spent together before the start of the Cell Games. More than that, though, is the fact that Goku is Gohan's father and subsequently his inspiration to grow stronger and become a better man, so this can also be symbolically shown in Gohan inheriting his father's iconic technique.

Additionally, Gohan has shown Kamehameha as his main Ki attack several times in the series, the main one being when he used it to defeat Perfect Cell. It also cemented Kamehameha as his most iconic attack, making him the person who used the move the most after Goku himself. While Goku may not have trained Gohan as much or as much as Piccolo, the Kamehameha serves as the perfect choice for Gohan's strongest move.

When it comes to debating who is Gohan's greatest mentor, the answer for most fans is Piccolo. While the initial part of the training he put Gohan through was violent and incredibly dangerous, the two eventually bonded and formed a bit of a father-son relationship that remains one of Dragon Ball's greatest friendship By that metric alone, the case for Gohan using a special beam cannon as his strongest move is pretty strong.

A third possibility is that Gohan has a completely unique finishing technique that may have elements or inspiration from both of his past mentors. While he is undoubtedly a character shaped by those close to him personality-wise, Gohan is unique as a fighter due to his insane potential, which allows him to close the power gap between himself and the strongest mortals in the universe with a fraction of the effort. Considering his strengths with the fighter he formed through the mentorship provided by Goku and Piccolo, it would make a lot of sense for Gohan's new last move to be his own creation, just like Beast Gohan was.

Whether Goku or Piccolo is a better mentor for Gohan is a separate debate. While both of their signature moves, the Kamehameha and Special Beam Cannon, would make perfect thematic sense for Gohan to adopt as his new finishing move, the opportunity for the young Saiyan to explore his own powers and create his own technique is perhaps best. option out of all of them.
