Letters from 1998 are Deluxe Edition Collector's Files Resident Evil Requiem. Players can start looking for them once the story moves to Leon's section in Raccoon City. These files are scattered across several parts of the city, meaning players will need to carefully explore while progressing through the main objectives to get to later locations.
Since collecting each letter rewards the player with a useful spell, they're worth keeping an eye out for during Leon's segments. Missing one can mean backtracking or losing the reward entirely, so track them all during your first run Resident Evil 9 is highly recommended.

From Meryl to Mom Place #1
The first letter appears very early on during Leon's time in Raccoon City. After the opening cutscene, go straight and turn right to find the entrance to Applegate Hotl. The main path forward is through the turnstile, but before you go there, check the red couch on the right. The letter will lie on it.
From Meryl to Mom Place #2
To get to the second letter, follow the story until you work to find the detonator parts. Keep playing until you quit Underground garage after collecting the two batteries needed to power the blinds. Once you exit the garage and watch the short scene after turning left, head straight to filling station first. Shoot down the ladder to get to the area and go inside the building. A zombie will charge at you here. After dealing with it, check the nearby shelf where the letter is placed.
From Meryl to Mom Place #3
The third letter will be available after completing Leon's RPD section and the Orphanage flashback sequence. Once you leave the RPD building, continue forward until you reach Kendo Weapon Shop. Move forward to the nearest save point. It's right next door the parked car and the letter can be found inside the dashboard.
From Meryl to Mom Place #4
For the fourth letter, return to the RPD area. Instead of a path that leads inside the station, turn right and find a path that leads down towards the underground garage. Just before entering the garage, look to the left parked car. The letter is located near the trunk.
From Meryl to Mom Place #5
After collecting the previous four letters, return to Gun Shop Kendo and go to the alley on the right. As you move down the aisle, you'll be able to interact with a pair of boots on the ground. Continue forward to find the final letter nearby.
Once he has collected all five letters, you can grab the RPD charm placed in front of you. This spell increases firepower when your health is low and can be equipped with any weapon.
