As the most iconic villain in the whole Dragon Ball Frieza always stole every single scene he was a part of. Since the early days of the series, Frieza has cemented himself as one of the most important characters in the story, who will always be a thorn in the side of the main characters.
In modern times, he has finally reappeared and introduced a new transformation far more powerful than anything the heroes currently have an answer to. However, despite its overwhelming power, there are still a few Dragon Ball villains who are either outright stronger than him or clearly have the means to do so, so let's see who they are.

Beerus is the strongest god of destruction
The great destroyer
While no longer a villain in the traditional sense, Beerus is arguably the most powerful adversary the heroes have ever faced. When he was first introduced as the Destroyer God of Universe 7, the cosmic hierarchy of the franchise had grown tremendously, and his battle against the Z-Fighters proved that such a level of power would not be within the reach of the heroes any time soon.
Although this remains the case, Beerus is no longer a villain and has even teamed up with the Z-Fighters. As the God of Destruction, Beerus was specifically chosen for the role due to his unbridled power, which is still arguably superior to Black Frieza, so if the two were to fight, Beerus would emerge victorious against the galactic tyrant.
Zamasu's final form was unstoppable
Villainous God
Zamasu was one of the most memorable and best villains in the whole Dragon Ball franchise. After taking over Goku's body to become Goku Black, he began destroying every trace of mortals throughout the universe, eventually bringing him into conflict with Goku and Vegeta, where he saw his most powerful form with the incredible state of Fused Zamasu.
In the end even this was overcome by the hero. However, this villain's greatest state came at the very end when he was cut open by the tribes, which ultimately released his essence into the fabric of the universe itself, making him omnipresent and allowing him to infect the farthest reaches of the universe. His power was so great that no one could do anything about it, which caused the arrival of the Great Zen who had to come and erase the entire timeline from existence.

Tremendous power
The Moro arc introduced one of the most powerful and ancient evils Universe 7 has ever known: Moro the Planet Eater. He was a villain whose immense power kept him locked away for eons until a fateful event that finally saw his escape. Despite being imprisoned for millions of years, Moro did not learn his lesson and immediately began draining energy from many planets to achieve his past power.
Towards the end of the arc, Moro's power reached its absolute peak, though he lost his mind in the process. Here he bonded with Earth and threatened to destroy it, prompting a concerted effort by the Z-Fighters to shoot him down. Of course, he was eventually defeated by Ultra Instinct Goku, which was the same form he defeated Black Frieza, but this was only done through the combined efforts of all the Z-Fighters and a massive power boost via Forced Spirit Fission.
Gas could eventually overcome Black Frieza
A terrible wish
In one of the most unpredictable twists in the story, Gas eventually debuted as the most powerful mortal warrior in Universe 7. The way he did this was the same as Granolah in that he made a wish through the Cerelian Dragon Balls in exchange for a significant portion of his life. The resulting fighter was someone who stood above even the likes of Ultra Instinct Goku and Ultra Ego Vegeta.
He is known to have been eventually defeated by Black Frieza with a single hit. However, the entire story has to deal with the amount of damage he's already taken against some of the most powerful warriors in the universe he's faced alone. Additionally, his wish was quite dangerous as it constantly increased his power in exchange for a lifespan that inextricably aged him. So by the time he fought Frieza, his body was old and frail, allowing the galactic tyrant to finish him off with a single hit. If he didn't fight the others and his body only adapted to Frieza, Gas could become stronger than him.
