Charge Link is a very tactical Perk where your Field Upgrade charges faster. This is quite beneficial for more tactical modes and ones where you intend to stick with your allies as it will give them a bonus as well. However, Field Upgrades are not successful in terms of successfully loading and can be safely ignored for the most part. Therefore, the Charge Link perk would be a waste of a slot unless you really want to get to your Field Upgrade faster.

Dexterity is an average perk in slot 3 that won't penalize you as much for jumping, wall jumping, sliding, and diving while using your weapon. Dexterity negates your weapon movement penalty, meaning you've limited your weapon movement so you can get right back into the fight without lag or loss of accuracy. Building a Scorestreak can be harder than you think, so Bankroll becomes an effective Perk to get you over the finish line. You start with a score of +150 with each life and you can build on that with kills to get scores faster. Basically, each life starts with a free kill already created and saved, but since you can only use Scorestreak once before you have to die, it can be quite ineffective and Bankroll may not be as effective as you'd like if you're prone to dying, as you'll be in a loop of spawning, gaining points, and dying before you can actually use Scorestreak. However, if your loadout relies on high-damage Scorestreaks, give this one a try.
Tracker
Follow enemy tracks to gain intel on your next target

Description: Look at enemy moves in the world. ADSing auto pings enemies. Killing an enemy shows the direction of the next nearest enemy on your minimap.
Tracker allows you to see the enemy's moves in the world, but this is entirely dependent on what perks the enemy is using, as this can be countered with Ghost. However, for those who don't use Ghost, Tracker becomes essential for tracking enemies, especially when there will be so many players running around all the time, so why not track them down and capture them? You can also ADS (Aim Down Sights) to automatically ping enemies for you and your team, and if you kill an enemy, the direction of the nearest enemy will be revealed on the minimap so you know where you're headed next. Tracker is great for players who want to quickly kill unsuspecting enemies.

Guardian is pretty good for players who rely on Objective-based game modes for experience, and for those who enjoy them simply because they're fun and fast. Holding an objective or trying to reach it can be a real challenge, especially when grenades are flying overhead and your healing lag means you're weak after every fight. With the Guardian, this healing is boosted to the max, ensuring you heal faster between fights, so you can hold your ground before enemies even think about overwhelming you with their bullets and grenades. You can also revive downed teammates faster, but there are a few game modes where this will really be needed.

The meta has changed somewhat as you can only roll one Scorestreak per life. This means you may have already used your UAVs and CUAVs and they won't respawn until you die, which basically means you can either stay alive and try to get the nuke, or you can die to do it again. With Looper, you no longer have to die to get your Scorestreaks because you can get Scorestreaks again in the same life. This is great for players who are constantly racking up scores but don't want to destroy their k/d just because they ran out of things to earn that score.
Cold-blooded
Get ignored with Scorestreaks, Thermals and AI-Targeting

Cold Blooded is awesome for Slot 3 because it gives you easy access when it comes to enemies that keep throwing AI scores at you. When an enemy goes on an AI controlled scorestreak, you must either hide, camp in a building, or use all your firepower to kill them. With Cold-Blooded, these scores can simply be ignored, allowing you to continue the match as normal, but the same cannot be said for your teammates. If you don't want to have your score hurt, then Cold-Blooded is the way to go. Enemy-controlled scorestreaks can still hurt you, but they won't highlight you, and the same goes for thermal optics, which will essentially make you invisible. AI driven scorestreaks and Field Upgrades will be no match for your sneaky ways with this Perk.
