What happens when you burn a photo?
Regardless if you saved everyone Life is Strange: Reunion or not, if you burn the photo, Max doesn't know that Chloe made the decision for her, and the pair return to Arcadia Bay in the final presentation. They will see their happy endingbut if someone died during the Caledon fire, Chloe has to live with the knowledge that Max could have come back and saved them. Whether or not this would cause more trouble for the universe is never fully explained.
What happens when you give the photo to Max?
If you choose to give the photo to Max, the final epilogue of the slideshow will change depending on whether you saved everyone from the fire or not. What happens in each of these scenarios:
Max saves everyone
Max is seen with a photo and a lighter in hand during the last frame, suggesting that she will burn the photo and stay with Chloe.
Max doesn't save everyone
Max leaves Chloe alone to go back in time and try to save more people. We see them saying their goodbyes, Max standing outside Caledonian University with a photo in hand, and Chloe curling up alone in bed.
Should you burn the photo or give it to Max?
The decision to burn the photo or give it to Max depends on whether you care more about Max and Chloe having a happy ending or allowing Max to come back and save everyone she can; Burn it if you want the couple to be happy no matter whator give it to Max if you want to give her a chance to make things right.
That said, if you've already saved everyone, this choice is certainly a lot easier than Max's decision at the end of the original Life is strange. There aren't any high stakes in the game, just like burning the photo as Chloe leads to a happy ending, as does showing the photo to Max because she'll end up burning it herself and have no one to come back and save. At least that's what her photo frame with a lighter suggests.
If you didn't save everyone from the fire, then the choice is much harder. Burning the photo means Chloe takes away Max's choice and keeps it a secret. And if you tell Max, it will look like everything is fine at first, but then the slide show at the end will show that Max left this Chloe to go back in time.
