In total One piece story, there are very few characters as integral to the overall plot as the legendary pirate king Gol D. Roger. Roger and his crew were the only people to ever find the legendary One Piece treasure that started the Golden Age of Pirates on his execution platform.

In order to exist in such a tumultuous time and reach the end of the world, Roger had to be exceptionally powerful, which he chose to do with only his legendary Haki. However, there are many characters in One piece world who have more or less matched the Pirate King with their Devil Fruits, so let's see who it is.

Big Mom becomes one of the most powerful and fearsome pirates of all time. Although she was never as strong as Roger, she was still on the same level of power as she remains one of the few people in the setting who can use the Conqueror's Haki as well as its advanced applications. Despite the story currently taking place on Elbaf, many fans believe that Kaido remains the strongest opponent Luffy has ever faced. While much of this can rightfully be attributed to Kaid being one of the greatest and most skilled Haki users in the entire series, the role of his incredibly overpowered Mythical Zoan fruit cannot be understated.

Like any typical Zoan, the Azure Dragon Fruit greatly enhances Kaido's already insane strength, speed, and durability, especially when he uses his hybrid form. Verison Kaido during the Wano arc was pretty much the character at his peak, and many fans believe that if this version fought Roger, he would probably even win.

Whitebeard's Devil Fruit could destroy the world

As the strongest man in the world, Whitebeard is still remembered as the greatest pirate after Roger himself and even equal to the Pirate King, as both were undisputed at the top for many decades. Of course, it had a lot to do with the fact that his Haki and Roger's were on par.

However, Whitebeard's Tremor-Tremor fruit is arguably the most powerful Devil Fruit in the series, as it has the power to create strong tremors on any surface. These tremors can be powerful enough to destroy an entire world, which, coupled with his incredible mastery of Haki, puts Whitebeard above even Roger in the eyes of many.

What was always believed to be the Paramecia Fruit that gave Luffy the ability to make his body act like rubber was eventually revealed to be the legendary mythical Zoan Devil Fruit, which brings the reality-altering abilities of a God. The Nika fruit is said to be the greatest and most absurd force in the environment.

Originally from the Void Century, this fruit was in the possession of Joyboy all those centuries ago, who in his awakened form went around the world spreading freedom and laughter. Loki is the latest in a line of ancient giant rulers of Elbaf, born with exceptional power and the means to control Ragnir. Plus, Loki was seemingly born with Advanced Conqueror's Haki, which puts him at an amazing level that might just be the best in the series.

Loki ate the legendary treasure Elbaf, which was a mythical Zoan fruit that turned its user into Nidhogg. Since the size of the resulting dragon is entirely dependent on the size of the user, Loki as Nidhogg is one of the largest creatures in the world, definitely on par with the late Pirate King.

Imu has the most power in the entire world

After years of pondering and theorizing, Imu's true character and powers were revealed in Chapter 1179 during the Elbaf Arc. Although these abilities were initially hinted at earlier in the arc, Imu's actual appearance in his own form really established how much of a threat he would be in Final War.

Imu's power was revealed to be Akuma no Mi, or Devil Spawn. The way it works and its true powers are still a mystery, though most fans assume it's probably the most powerful and deadly Devil Fruit in the entire series, capable of turning people into slaves and making powerful pacts. It goes without saying that Imu will be the biggest threat to the story and is possibly the strongest character of all One piece.
