Luffy already has access to Conqueror's Haki, however, he cannot yet use the highest form of this Haki. Gaban taught Luffy that using the Conqueror's Haki in a specific way could allowing him to face immortality. Right now, Luffy doesn't have the experience for that. However, as he battles the Holy Knights and potentially Imu, he learns to do just that.

for now Luffy will have to develop his strength a lot in Elbaf and learn how to manipulate Haki matter to get the better of your enemies' immortality. The better he can manipulate the matter of his Haki, specifically at the point of contact, the less Haki he will waste and the more damage his attacks will do. This way, Luffy will reach the highest level of Haki in One Piece, preparing him for enemies like Shanks and potentially Ima.
