The Fallout The TV series seems to lay the groundwork for the future of the franchise, as Bethesda's Todd Howard has confirmed that the show is canon and will influence future games like Fallout 5. However, there is still plenty of potential left for future seasons Fallout explore after season 2 ends. Fallout Season 3 has been confirmed to be in development, and while it's unclear where the next season will take place, it seems The Ghoul's fate is already set in stone.
Fallout Season 2, Episode 6 picks up where the previous episode left off, with the Ghoul impaled on a pole after Lucy shot him out of the window with Power Fist. The ghoul is eventually rescued by a mysterious masked figure that fans will instantly recognize as a super mutant, marking the faction's debut in the Amazon Prime series. To cure the ghoul, this super mutant inserts a piece of glowing green uranium into the ghoul's open wound. While the massive radiation from the uranium will likely cure the Ghoul, it also seems to set up his transformation into the Shining One.
Fallout Season 2 Episode 4's biggest reveal may be a bombshell for Fallout 5
Although Bethesda hasn't shared any details about Fallout 5, one twist in Fallout Season 2 may hint at the setting for the next entry in the game series.
What are Glowing Ones in Fallout?
Glowing Ones are a variation of standard ghouls Fallout series and have distinct features including:

An unusually high amount of emitted radiation

A bright green-yellow glow

Mostly wild, with a few exceptions
Ghouls exposed to a high enough concentration of radiation can become Radiant and can voluntarily release pent-up radiation from their bodies. This process can even heal and revive non-radiant ghouls, but only feral Radiants are able to control this release of radiation.
Although most Glowers are feral, there are a few cases of non-feral Glowers Fallout universe. Notably, the Glowing Ones of Vault 12 in New California were not feral, but driven insane and unable to speak coherently. Other non-feral Glowing Ones have the ability to speak and interact with the player, such as Jason Bright, who leads the Bright Brotherhood cult in Fallout: New Vegasas well as Oswald the Outrageous, the glowing ghoul wizard in Fallout 4Nuka World DLC.
The Glowing Ones have been present in every major entry in the series, starting with the original Fallout.
Why Ghoul will likely end up glowing by the end of Fallout Season 2
The stage was already set for Ghoul's transformation into the Glowing One after an unknown super mutant placed a piece of uranium in his chest in episode 6. Uranium is already a very radioactive element, but the uranium-238 isotope is by far the most radioactive. If the Ghoul had this isotope implanted in his chest, it's easy to see how such a concentrated dose of radioactivity could cause him to become the Shining One. Although uranium is distinctly yellow in color, the glowing piece that was built into the Ghoul glowed a much brighter green, similar to the color that the Glowing Ones emitted.
Ghoul has a clear path to the Capital Wasteland for Fallout Season 3
It is not clear exactly where Fallout Season 3 will have its main cast, but all signs point to Season 3 heading to the Capital Wasteland of Fallout 3. With the Enclave emerging as a new threat and the Super Mutants now in play, the Capital Wasteland makes the most sense for the Season 3 setting, given its connection to these factions. The Capital Wasteland is also home to the safe haven of the Underworld ghouls. Perhaps the Ghoul is making his way to this settlement after becoming Shining, in an attempt to either heal himself or at least find support for his new state among like-minded ghouls.
