It will be from November 25 to November 30 Event Final Justice takes place in Pokemon Gobringing players the last steps of the game Tales of Transformation special researchwhich started in September.
Players who make it to the last step of Tales of Transformation will have to change Keldeo to his Resolute Form the first time, which will cost 50 Keldeo Candy. There is also a way to get a guaranteed encounter with Shiny Keldeobut is part of another Pokemon Go a research series of tasks that will run for several weeks.

How to get Keldeo in Pokemon GO (and Resolute Form Keldeo)
Stories of transformation
To get a Gen 5 Legendary Pokemon, you must first complete step 1 of the Tales of Transformation special research. The first three tasks involve catching water/fighting Pokemon, charging them up, and then spinning Gyms and PokeStops.
The remaining steps and tasks will occasionally reward Keldeo Candy, XP, Stardust and other goodies. Once you reach Step 8, you will change Keldeo to his Resolute Formwhich uses its full potential.

How to get Shiny Keldeo in Pokemon GO
