Marvel's Spider-Man immediately pulls players into the action with the siege of Fisk Tower, and while Peter Parker has been Spider-Man for eight years at this point, he's incredibly humble in his opening sequences. Marvel's Spider-Man it thrives when immersed in an original narrative, though many of these moments lean heavily on comic book influences like Mr. Negative and Devil's Breath, and that's it Marvel's Spider-Man 2 that the true nebulous nature of the narrative is fully revealed. Players are constantly learning Marvel's Spider-Man that Harry Osborn is suffering from an illness and that his father Norman is going to extremes to cure him.
Norman Osborn can be unpleasant whenever he's in the public eye, especially when he has the opportunity to poke the quietly enraged Dr. Otto Octavius. However, he is clearly deeply distraught over his son's condition and is likely still grieving the loss of his wife. Harry is then released from his stasis chamber Marvel's Spider-Man 2which in turn releases the alien symbiote. As such, Harry is the root of every major story development Marvel's Spider-Man series and Norman's wild attempts to cure him are at least partly to blame for the many main antagonists that have appeared.

Harry Osborn is the tragic figure at the heart of Marvel's Spider-Man
Unlike many classic Spider-Man stories, the Osborns are the center of the story Marvel's Spider-Man franchise. Insomniac spins this story interestingly because neither Harry nor Norman are particularly bad people. Norman merely attempted to heal Harry while Harry attempted to “heal the world” in honor of his mother, but their actions caused unhappiness and conflict in two of the three. Norman was only developing Devil's Breath (or GR-27) as a means to cure Harry v Marvel's Spider-Manthough it is incomplete and Otto takes possession of it so he can control it as a biological weapon.

Bonding the symbiote to Harry was a means to cure him or at least keep him in stasis while other solutions could be discovered, but his parasitic hive mind wreaks havoc. Marvel's Spider-Man 2 once Harry is released and the symbiote briefly attaches itself to Peter.

Norman requesting G-SERUM at the end Marvel's Spider-Man 2 is another attempt to cure Harry, and will no doubt result in an adversary goblin of some sort, be it Norman, Harry, or someone else entirely.
Harry has always been altruistic, as shown in Marvel's Spider-Man's research station and Marvel's Spider-Man 2The Emily-May Foundation. There will be a new core EMF release waiting for Harry from Peter's garage if he can recover Marvel's Spider-Man 3but with the number of times Norman has failed to save him, it seems like Harry is doomed to a sad fate that his father could only put off for so long.
Either way, there wouldn't have been any devil breath outbreak or symbiote invasion if it weren't for Harry's disease, and that same disease is guaranteed to speed anything up. Marvel's Spider-Man 3The plot also revolves around.
Norman Osborn's decline brings down the Green Goblin in Marvel's Spider-Man 3
If Norman is experimenting on Harry with G-SERUM, there is a high probability that Harry could become the next villain character Marvel's Spider-Manthis time with a glider, pumpkin bombs and an armored suit. That said, doubling Harry as a villain would be weird and abuse the character more than he already was.
Norman's intentions are sincere, but Harry is now more of a lab rat than anything else. However, there's no logical reason why Norman would take the G-SERUM instead, and if he does become the Green Goblin, hopefully he'll have a decent explanation.
