How to get Oracle in The Outer Worlds 2
The Oracle is a bursting assault rifle that uses long cartridges. His special ability, Precision Optics, allows you to target enemies if they appear in your crosshairs and hit enemies even if you fire near them while they're still blocked. If the target is no longer in your Oracle's crosshairs, you will no longer be locked onto it. You can make it even more powerful with two mod slots.
The oracle can be found in the observatory of Alexandra Monastery on Golden Ridge. You will come here naturally as part of the main story, but this will be the location of your last main mission on this planet. Matriarch's Mercy is your closest fast travel point – the monastery is the building in the southeast corner of the map.
The oracle is inside the glass case once you enter the observatory after ringing the bell tower and heading down the corridor to the left. Aims at the other side of the weapon's unique holster Oracle Display Case Access Podiumwhich gives you three possible ways to free the weapon:

With options two and three, you'll have the weapon immediately, allowing you to use the weapon in a tough nearby boss fight against Seer Landon Wiley. This means you'll have to really specialize in lockpicking to be good enough to get a weapon at this early point in the game.
For option one, you'll need to defeat Seer Wileywhich is quite a tough fight if you can't first talk him into Speech 5 or Leadership 5. That way he won't be hostile and you can try to take the universal key from him once he calms down.
If you don't have these skills, or are just feeling particularly bloodthirsty, you'll have to fight Wiley, which is made difficult by his abundance of support guards and a Rejuvenation device in the center of the arena to keep the Oracles going. Due to the number of targets you'll need to hit, as well as the oracle itself, make sure you use your companions' abilities liberally to take the heat off of you.
Once you defeat Wiley, loot the Abbot's Universal Key from his corpse and use it to unlock the seer's glass enclosure.
