In Where Winds Meet, you can only get the mystical skill Dragon's Breath by completing its dedicated quest Dragon's Breath Wandering Tales, available at talk to NPCs Luo Jiu and Kongkong on the first floor of the Beast Reverie in the Fairgrounds section of Kaifeng Cityin the Kaifeng region; in the city, the Fairgrounds is part of the southeast section.
It turns out that another, named Liang Yuan from the Straw Shoe Camp, has stolen Luo Jiu's Travelogue: Toehari, of which Liang Yuan will share the Dragon's Breath Mystic skill with you if you give it back to him.

To find Liang Yuan and Luo Jiu's Travelogue: Toehari, you must do this go to the Straw Shoes camp on South Gate Avenue — west of the main fast travel point South Gate Boundary Stone – and you will see Liang Yuan speaking forward.
While behind Liang Yuan, use the mystical skill Celestial Seize to steal Travelogue: Toehari right from his pocket.
Make sure you are not discovered while you commit the theft. Otherwise, you will be reported to the authorities, arrested, and likely have to undergo a Pardon Parade to get out of jail early.
Back to Luo Jiu
With Travelogue: Toehari and Luo Jiu finally reveal to you the secret of learning Dragon Breath at the place where the winds meet. You won't unlock it right awayalthough.
Go to your journal and then the 'Wandering Tales' menu. There you will see that the task is now complete and its rewards are ready to be claimed.
