Naruto's dream from the very beginning of the story was to become the Hokage of the villageand that's what took him to the heights. But a lot has changed for Naruto Uzumaki in the Boruto seriesand fans know he's not the same important character he used to be. In fact, even as Hokage, Naruto had been sidelined for the vast majority of the past few yearsand will most certainly not be important again for the upcoming arcs. regardless of Konoha has moved forward without him and it is time for a new Hokage to emerge. With Shikamaru as a temporary, there is a need for Konoha to elect a new leader who is also incredibly powerful.

Konoha needs a new Hokage immediately
The Hokage is known as the strongest shinobi in the village. But the Hokage must be more than just strong. More often than not, the Hokage of the village is also its most important asset. A Hokage also needs to be level-headed and incredibly talented at diplomacy. After all, the Hokage has to deal with several diplomats throughout the day and above all to protect and best understand the villagers. A Hokage who doesn't work for the people is no real Hokage at all.

As said several times by people like Hiruzen, they need to inherit the will of fire to protect the people they love the most. This is part of what made Naruto the best Hokage. Of course, he was not adept at diplomacy to begin with. He also learned this skill over time, but most of all he had a big heart and inherited the Will of Fire from the Third Hokage.
Naruto Uzumaki became the most powerful Hokage of all time and was also the best overall as he put his life on the line time and time again to save his people. Now Naruto Uzumaki's time has passed, which means a new Hokage must rise. Shikamaru is the temporary Hokage of Konoha
When Boruto Part 2 started, fans were immediately shocked to see that Shikamaru was the next Hokage of Konoha. For starters, Shikamaru isn't someone who inspires power at all. He is one of the weakest shinobi in the village, even though he is the smartest of them all. A Hokage has to be more than just smart, as already explained, and Shikamaru certainly doesn't tick all the boxes. Someone like Sakura Haruno would be a much better fit as Hokage, but for some reason Konoha rejected her.

Regardless, it's quite clear that Shikamaru only took this position because he was Naruto's advisor. Knowing that he was the closest to the Hokage, the village may have chosen him as the interim leader because he knew Naruto's plans best. in both cases in the Boruto series it was made clear that Shikamaru is not the permanent Hokage of the village. He is only the temporary Hokage and will be a temporary replacement for now.

Shikamaru doesn't even have his stone carved by the Hokageand he certainly won't be getting one anytime soon. Knowing that Naruto is alive, Shikamaru bets on his eventual return, which will likely happen too late. But three years have passed since Naruto's disappearance, and Konoha can't wait any longer. Every now and then a new Hokage appears in the Boruto series and this one will be the permanent Eighth Hokage of the village.

With the story development fans have witnessed in Boruto over the years, it's safe to say that the next Hokage of Konoha will be none other than Konohamaru Sarutobi. Konohamaru wanted to be Hokage for a very long time. At one point he wanted to be the seventh Hokage of Konoha because he was sure Naruto would be the sixth. As fate would have it, Naruto eventually became the seventh Hokage of Konoha and now it's time for Konohamaru to become the eighth. In fact, if he doesn't become Hokage, his entire storyline and his character from the very beginning of the story that Kishimoto wrote would go to hell.
Konohamaru must become the Hokage of the villageregardless, because otherwise his plot would be wasted. Unfortunately, his character was completely destroyed in the Boruto series and he hardly ever gets the importance he deserves. That's another valid criticism of the Boruto series, but it doesn't matter. Regardless of whether his character is well written or not, he deserves to be Hokage and must become the next leader of the village when the time comes to choose the 8th Hokage.
Naruto probably won't be Hokage again
There are many fans who simply do not want to see the Eighth Hokage elected at this point, and you can see where they are coming from. Most fans know that Naruto Uzumaki will eventually return to the storyand that he might even take the position of Seventh Hokage again. But fans have to come to terms with the fact that Naruto will not rule as Hokage again. This is because Naruto's return will happen towards the end of the story and at that point Sarada should be close to becoming Hokage. Subsequently, this also means that Konohamaru should already be Hokage at this point in the story.
If Naruto continues to rule as Hokage, he will continue for years due to his age. That just can't happen because the storyline requires other people to step up and take that position. as such Konohamaru will most likely take that position right now, and when Naruto returns, he will no longer be the Hokage of the village.. While this may seem sad to fans, it's actually a good decision. When Naruto isn't Hokage, he's actively fighting on the front lines, and that's where his best moments have come year after year.
Naruto Uzumaki is a fighter and shouldn't be stuck in an office dealing with paperwork. The Hokage dream existed for Naruto because he wanted recognition from people. It already has the recognition and love of everyone around the world. Naruto no longer needs the Hokage titleand grew out of it. They just have to go out there, hone their skills and fight to save the world.
