Boruto: Two Blue Vortexes brings more chaos to Konoha in the form of Jura, the humanoid manifestation of the Ten-Tails. He is undeniably the strongest character Borutocurrent arc a he could easily wipe out an entire village. It goes without saying that his menacing presence demands an immediate and decisive response from Boruto Uzumaki and his allies.

However, a threat is looming in Konoha that requires more attention from both Boruto and the acting Hokage. Kobu's arrival in the village is a clear sign that the feudal lord of the Land of Fire is losing faith in Shikamaru's leadership, suggesting political unrest that could cause great division in Konoha. At this point, it might be reasonable to think so Jura will not destroy Konoha, but her own people.

Becoming the unofficial Eighth Hokage isn't in Shikamaru's plan, but it's the last thing he refuses to lose right now. It's not that he wants to make it official, but the position of Hokage allows him to make certain decisions that would normally require the approval of others. To be specific, his decision to work with Boruto, known as Naruto's fake assassin, would normally risk his reputation if it was public.

However, since Naruto's sealing, Shikamaru has made rash decisions that end up drawing the feudal lord's unnecessary attention and the presence of his butler Kobu. If things continue like this, it would only be a matter of time before Shikamaru is cornered and resigns as temporary Hokage. Worse, Kobu might fabricate charges against Shikamaru if Mamushi doesn't kill him first. If he survives, he could just tell the Fire Daimyo that Shikamaru ordered someone from the Yamanaka clan to manipulate his mind, all in an attempt to end his life.

Fallouts are nothing new in Konoha, and the village has managed to survive them all along, no matter the cost. This time though Shikamar's potential fallout with the Fire Lord could cause a great rift between the ninja of Konoha and the consequences could be irreversible. Some could continue to serve under Shikamaru, while others could work with the Fire Lord to honor and avenge Naruto. The Fire Lord could also use ninja technology to strengthen his grip and gain control over Konoha.

To make matters worse, the Yamanaka clan may turn their backs on Shikamaru. The first to go could be Ino and Sai who have next to no knowledge of the true circumstances surrounding Naruto's fate. They are already suspicious of Shikamaru's actions, especially now that Inojin is deeply involved. Above all, they don't want to endanger Inojin, let alone allow Shikamaru to use him as a pawn for the sake of political stability.

Furthermore, Inojin is in a deeply insecure position. If he continues to carry out Kashin Koji's order to eliminate Kobu, he might actually become a real killer. Even Mamushi avoids destroying the village during his attack, knowing that he would anger Jura. There is no way he would wreak havoc on the village at this point.

On the contrary, there are telling signals a civil war is brewing in Konoha. The most obvious clue is Kobu, whose investigation alone is enough to raise suspicions and push Konoha into internal conflict. Also, Boruto's constant visits to the village risk fueling distrust among Konoha's ninjas, especially the one ninja he complimented. Boruto: TBV Chapter 30. This would most likely not be the ninja's last appearance. Once the entire village learns of Shikamaru's alliance with Boruto, things may spiral out of control and there is no clear way to restore peace.
