Although the world of Naruto gave fans a good look at some of them he overpowered the Kage the most over the years, such as the first Hokage Hashirama Senju and the fourth Hokage Minato Namikaze, the one who stands at the top of all is The Seventh Hokage, Naruto Uzumaki.

Naruto is by far the strongest Kageas confirmed by Kishimoto himself. He is nearly unstoppable with Kurama's power, but when his Six Paths powers are stacked on top, Naruto becomes so powerful that he can actually take on all the other Kages in the Naruto world at once and still win effortlessly.
What's crazier is that this isn't even Naruto's peak. In Boruto, Naruto Uzumaki grows so strong that he can surpass Momoshiki Otsutsuki in power, rivaling his fused form with Kinshiki. This boost in power can be attributed to years of accumulated experience, plus Kurama's other half being granted to him after the war. There is also Baryon Mode to consider which makes Naruto so strong that he can easily defeat all shinobi and even gods, but even without it Naruto is simply untouchable.

Sarada Uchiha could reach Naruto's level
He will become Hokage in the future
Right now, Naruto Uzumaki remains the strongest Hokage ever in franchise history, with the likes of Hashirama and Minato close behind. However, in the future, Naruto may be surpassed by the next generation. As fans already know, Sarada Uchiha wants to be the next Hokage of Konoha, and fans are well aware that her dream will eventually come true. With her immensely powerful Mangekyo Sharingan and the ability to reach greater heights than most, Sarada truly has it in her to reach the level reached by the Seventh Hokage, Naruto Uzumaki.
Of course, whether she succeeds or not remains to be seen. However, she definitely has a very bright future ahead of her. Sarada will also likely follow either Shikamaru Nara or Konohamaru Sarutobi as Hokage, and compared to those two who are most certainly two of the most overwhelming and weakest Kage of all time, Sarada will be quite the advancement for the village.
