3 Roshio
The Roshio Pirates

The voice actor of One Piece's Zoro, Kazuya Nakai, has also lent his talents to a number of other popular anime series.
His character's only notable accomplishment is defeating an unknown pirate off-screen before being used as a story device to introduce Bellamy's Boing-Boing Devil Fruit powers. Although he later appears in the Egghead Arc as well, viewers would be hard-pressed to tell where they've seen him before.
2 Puzzle
Phoenix Pirates
- First appearance: Ice Hunter Arc (anime only)
Puzzle is a filler character that only appears in One piece anime right after the Straw Hats break out of Water 7. Despite the relatively high bounty of 100,000,000 Beli, the only reason Puzzle can stick in the minds of viewers is his red hair, which gives him a passing resemblance to Shanks.
During the Ice Hunter Arc, Puzzle encounters the Straw Hats when he is injured in a clash with another group of pirates on the Grand Line. Faced with this weakness, he is disgusted and ready to disband his pirate crew, but manages to regain his thinking before Chopper fully heals him.
1 Macro
Macro pirates
- First appearance: Hatchan's Seabed Walk (Manga only)
Not to be confused with Marc Fenix, Macro was a fishing pirate captain who formed his own crew after leaving the legendary Sun Pirates. Like most other Fishman, Macro does not rely on Devil Fruits for his power; instead, he used Fishman Karate to defeat his enemies. The only problem is that he's a relatively weak example of Fishman, making him a typical filler character.
Macro and his crew only appear twice, both chasing Camie the mermaid and getting beaten up by Hatchan as a result. They only encounter the Straw Hat crew once, when they ambush them alongside the Flying Fish Riders, but don't even get to speak with them as they are blasted into the stratosphere again by Hatchan, Team Rocket style.
